Health Minister Dr. According to Samant Lal, the Department of Health has given instructions to follow 10 conditions in the management of private hospitals/clinics/diagnostic centers. Failure to do so will result in severe penalties including cancellation of license.
On Thursday (February 22), the director of the Department of Health (hospitals and clinics) Dr. Abu Hossain Md. In the instructions signed by Moinul Ahsan, it is said –
1) Copy of license of private clinic/hospital and diagnostic must be permanently displayed in a visible place in front of the main entrance of the establishment.
2) In case of all private health care institutions, there should be a designated responsible information officer/employee for storing and providing all the information of that institution and his photo and mobile number should be displayed in a visible place.
3) Institutions which are named as diagnostic and hospital, but have only diagnostic or hospital license, they cannot provide the services mentioned in the name in any way without a license.
4) In case of diagnostic center/pathological laboratory, no other tests can be done except the tests prescribed in the category for which it is licensed. Pathology/Microbiology, Biochemistry and Radiology experts are to be recruited category wise.
5) In the case of private clinics/hospitals, all conditions must be compulsorily implemented according to the type of license and the number of beds.
6) Copies of all professional degree certificates, up-to-date registration of BMDC and appointment letter of all doctors employed in hospitals/clinics and diagnostic centers must be preserved.
7) For any type of operation/surgery/procedure in hospital/clinic must have registered physician as assistant surgeon.
8) Under no circumstances shall anesthesia be administered in chambers or diagnostic centers except in licensed/registered hospitals and clinics. Any type of operation/surgery/interventional procedure cannot be performed without a BMDC recognized specialist anesthetist.
9) Labor room protocol must be followed in all private registered/licensed hospitals/clinics.
10) Operation theater in registered/licensed hospitals/clinics must follow operation theater etiquette.
It is to be noted that there have been allegations of wrong application of anesthesia behind three deaths within a few days in the capital. After that these instructions came from the health department.
A 10-year-old child named Ahnaf Tahmid Ayham died in the capital on Tuesday (February 20). He was admitted to JS Diagnostic and Medical Checkup Center in Malibagh. For circumcision, the child is completely unconscious rather than partially sedated. He did not regain consciousness after anesthesia. The family alleged that the doctor under whom he was admitted left after the incident. The child’s father filed a case at Hatirjheel police station. Two doctors were arrested and the medical center was sealed by the health department.
Before this, on December 31, 5 years and 9 months old Ayan Ahmed was taken for circumcision at the United Medical College Hospital on Madani Avenue in Badda. He is given anesthesia to make him completely unconscious before the surgery. He was taken to United Hospital and kept on life support. Later, the hospital authorities declared the child dead at 11:20 pm on January 7.
On February 15, a young man named Rahib Reza died of cardiac arrest while undergoing an endoscopy due to stomach gas problem at the private Lab Aid Hospital in Dhanmondi of the capital. Relatives alleged that anesthesia was given to Rahib Reza without seeing the test report at Lab Aid Hospital. He underwent endoscopy amid physical complications. Due to which his cardiac arrest and at one point his physical condition became more complicated. He died on February 19 after undergoing treatment for three days.
