At 4:15 a.m. on February 25, Mr. N. and 6 other people, all residing in Hue city, hired Mr. NVS (49 years old) to drive an unmarked boat to the waters of Quang Cong commune, Quang Dien district, Thua Thien Hue province. , go about 2 nautical miles from shore to fish.
