The 7th session of the 15th National Assembly is expected to take place at the end of May. In particular, the National Assembly will consider and pass 10 bills and 3 draft resolutions.

Notably, among the 10 bills mentioned above, there is one bill that has received public attention, the Law on Road Traffic Order and Safety, drafted by the Ministry of Public Security.

To prepare for the expected passage of the law on the afternoon of June 25, the Ministry of Public Security continues to inform the National Assembly about new points of the bill. Here, the drafting agency affirmed that it would maintain the regulation “absolutely prohibiting alcohol concentration”.

The Ministry of Public Security reiterates that the act of using alcohol while driving is a social problem not only in Vietnam but also in the world. Therefore, currently, countries around the world regulate very strict handling of drivers with alcohol levels, divided into two groups.

The first group are countries that absolutely prohibit violations of alcohol concentration. The second is a group of countries that regulate allowable blood and breath alcohol concentration thresholds for drivers, according to subjects: standard levels, commercial drivers and new drivers.

“With the current cultural and traffic conditions in Vietnam, it is really necessary to control the alcohol concentration to zero when driving a vehicle” – the Ministry of Public Security affirmed and explained the reason because traffic in Vietnam is very high. special.

Also according to the Ministry of Public Security, in developed countries, cars mainly drive in the correct lane and at a distance appropriate to the speed, as prescribed in Australia, the car behind is a safe distance of two seconds from the car in front. That is, if the vehicle in front passes a certain milestone, it will take at least two seconds for the vehicle behind to pass that milestone.

The above regulations allow the driver about 0.5 seconds to recognize an emergency situation, the next 0.5 seconds to have appropriate reflexes and solutions, and the last second to implement a plan such as emergency braking or emergency braking. steer into lane. In addition, the Ministry of Public Security believes that the traffic awareness of a part of the population is currently not good, disregarding the Law, intentionally violating traffic Law, and even challenging the authorities when being caught. check and process.

Currently, the regulation banning traffic participants from driving vehicles after consuming alcohol is stipulated in the Law on Prevention and Control of Harmful Effects of Alcohol and Beer.

“This law does not prohibit drinking alcohol and beer, but only prohibits drinking alcohol and beer and then driving a vehicle in traffic…” – the Ministry of Public Security further explained.
