The Minister of Foreign Affairs of Armenia met with a number of foreign partners who are involved in the developments around the Caucasus in one way or another, are involved in the efforts to settle the Armenia-Azerbaijan conflict and work on the peace treaty, with direct or indirect involvement. It is mostly about the meeting with the representatives of the western platforms, the officials of the Euro-Atlantic circle.
The messages about those meetings are essentially standard, regional issues and peace prospects are discussed. But it is not clear whether the prospects for peace are becoming more bleak or hazy as a result. Moreover, the question even seems unnecessary, because listening to the statements of the parties, particularly Azerbaijan, it becomes clear that Azerbaijan keeps all its conditions and, at least in public speech, there is no sign of a fundamental change in Baku’s supremacy. It is difficult to imagine that Baku, which does not change at the level of rhetoric, is changing behind the closed doors of the negotiation rooms. It cannot be like that, if there is a need to implement something else existing in those rooms in the form and content of peace.
Azerbaijan’s behavior proves that it has no intention of building peace. But, of course, the problem here is not only Baku’s desire. Peace in the Caucasus is not demanded at a higher, geopolitical level, and although here according to political views, ideological trends, sympathies or other factors, everyone “designates” their own beneficiary of the war, nevertheless, we should perhaps rise above all that and record that, as the question of the geopolitical, military-strategic status quo of the Caucasus is still open, instability or war will be an open question for all centers interested in it.
And it’s not because everyone is bad and there is no good or bad, peaceful or bellicose, but because it is a simple, objective, legitimate reality of world history that all tools and methods are applicable for superpowers or regional powers to achieve their goals: including force, to act as necessary. Azerbaijan only knows this simple truth much better, especially since it managed to achieve military aggression against Artsakh and depopulation, agreeing to the status of a tool. And that is a status that Ilham Aliyev assumed for life.
