In coordination with the Chilean Film Theater Network at the National Cinematheque, Congreso Futuro begins its cycle of seminars focusing on safe digital environments for children.

In order to raise awareness about the issues that affect society after the emergence of new technologies and their impact on our world, the cycle of “Future Congress Meetings” begins, a space for reflection that is free and open to citizens. which will feature national and international experts, who will meet around a topic of interest to think together about what society we want to be.

An event organized by the Encuentros del Futuro Foundation and the Senate of the Republic through its Challenges of the Future, Science, Technology and Innovation commission.

“Building safe environments for children in virtual space” is the name of the first meeting of this cycle, where the use and exposure to screens from an early age, their effects on cognitive development and school performance will be addressed; the protection of minors in digital spaces, prevention of crimes to which they are exposed on the web, legislation and successful experiences.

The first Keynote Talk will be given by the Secretary General of the European Parliament of the Intergroup on Children’s Rights, Emilio Puccio, who announced that one of his topics of interest is the exchange of experiences of legislation and the protection of the digital rights of girls and children.

Puccio highlights the need for global coordination “since the Internet has no borders, then I want to reflect on how to achieve a global legal framework that can choose specific rules for the protection of minors in digital environments.”

The World Health Organization (WHO) recommends accessing your first smartphone from the age of 12 and that its use time does not exceed 2 hours a day.

Far from international standards, girls and boys in Chile spend between 5.3 and 6.1 hours a day in front of screens according to data from the Chilean Society of Pediatrics, while ClaroVTR Digital Radiography showed that access to the first smartphone is a 8 years old.

Faced with this, the strategic director of Fundación Encuentros del Futuro, Marcela Oyarzún, states that “our key issues have to do with education and childhood. From there, Puccio’s arrival makes a lot of sense to us because he is an expert on this topic that today has to matter to us and occupy us.”

He also highlights that “the perspective from childhood cannot be absent from these policies because who better than the protagonists of their history know the problems that afflict them.”

This activity will feature a Keynote Talk by the Minister of Science, Technology, Knowledge and Innovation, Aisén Etcheverry, where she will address the Government’s National Artificial Intelligence Policy and how it can impact girls, boys and adolescents.

Two conversation panels will follow. The first titled “Networks and Mental Health”, made up of Nicole Vásquez, Psychiatrist, Advisor to the Municipal Corporation for Education, Health and Care of Minors of Puente Alto; Cristóbal Hernández, Professor of the School of Psychology at the Adolfo Ibáñez University and Luis Santana, Director of the Training Digital Citizenship Program and member of the Challenges of the Future of Children Roundtable.

“Regulation and legislation” will be the second panel and will feature the members of the Artificial Intelligence, Metaverse and Neurorights Laboratory (LIANM) of the Encuentros del Futuro Foundation, Lorena Donoso, Lawyer expert in Information and Communications Technology Law and Ciro Colombara, Founding Partner of Colombara Legal Strategy.

There will also be a presentation by the Ambassador of Congreso Futuro, Anabelee Araneda, who will speak from her experience in promoting online security.

At the event they will present the results of the ClaroVTR 2024 Digital Radiography by Miguel Oyonarte, vice president of legal and corporate affairs of said company.
