Russia’s ambassador to the United Nations, Vasily Nebenzia, also spoke before the vote, urging members not to vote in favor of the resolution.
He said the resolution was “highly political” in nature and effectively gave Israel a green signal to launch a military operation in Rafah, the southern tip of the Gaza Strip, where half of its 2.3 million residents have fled.
