“Yes, that problem exists, we will try to address that problem, we are aware of it,” said the Secretary of the Council of Ministers of Armenia while answering journalists’ questions on February 21, participating in the event on the occasion of the one-year anniversary of the EU mission in Armenia. And the question related to the information that the Russian servicemen obstructed and did not allow the EU observers to enter the territory of the Inner Hand. Let me remind you that the Armenian side had four victims as a result of Azerbaijani provocation in that direction a few days ago. The Secretary of the Security Council says that the problem exists and it has been addressed.
It begs the question, who is it addressed to or where is it addressed? Since when did this problem exist, when did the Armenian government learn about it, when did the European observers inform about this problem? Where did they try to observe the direction of the internal meeting that the Russian servicemen obstructed? Did it happen for the first time, or were EU observers able to observe the direction of the Inner Hand before? On the other hand, if they tried to observe for the first time in case of provocation, the question arises why they did not make such an attempt before. After all, there has been a situation in Inner Hand for months when the enemy’s positions have surrounded the village and the Armenian positions.
Moreover, as noted and documented by a number of experts, the Azerbaijani positions are in the territory of Armenia. There is no doubt that such a problematic situational direction should have been subject to periodic observation for months. Were there any obstacles in the past? And if there were no observational attempts, why? There is no doubt that the question of why the Russian servicemen prevented the entry of EU observers, when did it happen during the shooting, or after it, or just before it, must also be answered.
These are the most important details, an accurate picture of which will only allow us to understand what is happening and evaluate the situation. At the same time, of course, it cannot be understood in any way that the control of movement in the territory of the Republic of Armenia can be outside the “address” of the Government of Armenia. The point is not that there may be Russian military bases. The question is that they must be fully agreed with the Armenian government, and not only in terms of deployment, but also in terms of the mode of operation and operational communication. For example, if the EU observers were not allowed to pass in any direction, then the observers had to contact the relevant department of the RA government, which in turn had to resolve the issue within minutes by contacting the Russian department. If the Secretary of the Security Council declares that there is a problem and it is addressed, then perhaps it is necessary to clarify whether all existing problems are addressed at once, or whether each problem is addressed according to its origin, and not according to systematic assessment and prevention.
