The American administration strongly opposed the initiative. The White House announced that US President Joe Biden would veto the bill if Congress approved it.
Members of Congress have been trying for months to send security assistance abroad, specifically to Ukraine. The disagreements between Republicans and Democrats are related to measures to strengthen the border with Mexico and the tightening of migration policy. Republicans are demanding tighter border controls with Mexico, making it a prerequisite for considering any additional aid to Ukraine. Biden twice appealed to the Congress to approve the support package.
