Presenting the newly appointed head of the State Security Service yesterday, Nikol Pashinyan announced that the service has entered a new stage of its development, passing from being subordinate to the National Security Service to being subordinate to the Prime Minister. As you know, this happened due to legislative changes.

It is noteworthy that Pashinyan, introducing the new head of the service, emphasizes the status of the structure as subordinate to the prime minister. Nikol Pashinyan is trying to form, perhaps, not only so-called conservative political counterbalances, but also counterbalances in special services and security blocks. Basically, the NSS was “split” into three parts: the NSS, the Foreign Intelligence Service, and the National Intelligence Service. Pashinyan needs counterweights for both internal and external geopolitical management of the situation.

Armenia does not have a “monolithic” management resource in a complex and essentially more complicated situation. On the other hand, the problem is urgent for Pashinyan, because the government formed after 2018 is clearly an authoritarian government and is based around one person, Nikol Pashinyan. On the one hand, Pashinyan cannot give up this nature of power, because it will weaken his personal position, on the other hand, he needs a manageable decentralization of the burden, because the sole position is good in internal matters, but becomes extremely vulnerable in the external environment, where the atmospheric pressure is unprecedented and manifests apparent tendencies to intensify.
