“The century”. Santiago. 2/13/2024. The following is the full text released by the Human Rights Commission of the Communist Party of Chile:

“The Human Rights Commission of the Communist Party expresses solidarity with the Mapuche hunger strikers and expresses its concern about the political future of the conflict in La Araucanía.

For years, the indiscriminate use of ancestral lands has been favored, from the Spanish who seized them, to the institutionalized usurpations of the various governments, including the civil-military dictatorship.

President Allende, within the framework of the application of the Agrarian Reform, presented a Bill that recognized the Cultural Plurality of Chile, Law 17,729 was promulgated in 1972. This guaranteed the insertion of the PP.OO. in society. The Indigenous Development Institute, IDI, was in charge of implementing a comprehensive development policy, turning the State, indigenous peoples and universities into allies for this purpose.

Objectively, the government of President Allende delivered 190,000 hectares of land to the Mapuche with technology transfer, seeds, livestock and support from CORA, CORFO, IDI and others.

Today, the State of Chile can rely on current international treaties to guarantee the protection and defense of the PP.OO. The “Dialogue for Peace” process that the government of President Boric has initiated, as a way to resolve the historic conflict, has the unique opportunity to redefine the relationship of the Mapuche with the State, especially at moments of almost 3 months of hunger strike.

The demands are all possible to answer positively, if ILO Convention 169 is applied, which guarantees the Cultural and Spiritual Rights of the PP.OO. In addition, it recognizes the right of prisoners to have rights, even if they are detained.

The political will of the State to carry out a purposeful dialogue is the only path that will allow, as a first priority, to save the lives of the strikers and to urgently begin to provide political responses to a historic situation.
