No need to hand-deliver application files to the Presidency
Since the launch of the national and international call for applications on February 3, a little over sixty or a little less than a hundred have posted their CVs on Linkedin.
Digitalisation
No more need to queue to submit application files to the Presidency of the Republic, just do it online on the professional network where the State Secretariat responsible for the Digitalization of the Public Service would generate the most enthusiasm . Much more than the positions of Secretary of State respectively in charge of the Fight against Poverty and Social Reintegration; rural electrification; Food Sovereignty; Economy and Planning; Economic Cooperation; Youth and the Fight against Narcotics; Commerce and Consumption; Crafts and Trades. Family Planning has just been added to the list of state secretariats for which candidates come from both national and international backgrounds. And from different backgrounds. Including the world of media, some members of which had already applied to be full ministers. Who can do more, can do less, say many of the unsuccessful candidates in the government’s first team.
Two-headed executive
The common denominator of the 11 Secretaries of State is their attachment to the Presidency of the Republic. The objective being to strengthen the two-headed Executive made up of the PRM and the PM, in terms of complementarity and effectiveness in relation to the General State Program (PGE) which is structured around the “3 Andry” of the president of the Republic. Each Secretary of State must be immediately operational and able to bring his skills to bear on the priorities of the Nation and the population.
Speed
The choice of the 11 Secretaries of State will also depend on their ability to find solutions and work quickly in order to catch up with Madagascar’s development delay. Candidates who do not meet this speed criterion will remain on the platform. Without any hope of getting on the next train or wagon because the government team will be complete after the appointment of the 11 Secretaries of State which will be done when the time comes. Without giving time to time, there is also no question for the TGV of confusing speed with precipitation, in order to avoid any risk of derailment.
