On December 6, 2023, Councilor Rubinho Nunes (União Brasil) submitted a request to the CPI to investigate NGOs and entities working in social matters with the needy and drug addicts in Cracolândia.

The protagonist of the proposal is Father Júlio Lancellotti, coordinator of the Pastoral Care of Street People of the Catholic Church in São Paulo.

OR g1 had access to the CPI’s request filed with the Municipality of São Paulo and personally brings the list of councilors who signed the CPI’s request.

In total, there were 23 signatures on the document registered on the Municipality’s website. But the report notes that the name of councilor Xexéu Tripoli (PSDB) appears twice in the document.

In contact with g1, Xexéu Tripoli said he would withdraw his support for the document. According to the parliamentarian, he did not know that it was a CPI that was investigating Father Júlio Lancellotti.

“At the beginning, the proponent claimed that a CPI was being created to investigate the NGOs that operated irregularly in the SP Center. The name of Father Júlio was never mentioned, who is a suitable person who carries out work that I admire and I support There is a mistake and I publicly announce the withdrawal of my support for this proposal”, said the councilor.

Three other signatures are not legible and the report asked the Municipality for the complete list of supporters of the investigation, but did not receive a response until the last update.

In total, at least 21 councilors who signed the request were identified in the report. The PSDB was the party that collected the most signatures on the document, with at least six councilors supporting the CPI, followed by former president Jair Bolsonaro’s PL and União Brasil, with three signatures each.

    “We follow with perplexity the recent news that appeared in the press about the possible opening of a Parliamentary Commission of Inquiry (CPI) which calls into question the behavior of Father Júlio Lancellotti in his pastoral service to the homeless population”.

    In the text, the Archdiocese defends and reiterates the importance of the work carried out decades ago by Father Júlio.

    “As Episcopal Vicar for the Pastoral Care of Street People, Father Júlio carries out the important work of coordination, articulation and animation of the various pastoral services aimed at serving, welcoming and caring for homeless people in the city. We reiterate the importance of this, in the name of the Church, works of mercy continue to be carried out among the poorest and most suffering in society”.

    In order for the commission to “skip” the queue of other proposals and be installed, there must be an agreement between all the parliamentarians of the Chamber and, subsequently, the request must pass through two votes in the Chamber and reach at least 28 votes.

    In the request, Rubinho explains that the commission has the “purpose of investigating non-governmental organizations (NGOs) that provide food, utensils for the use of illicit substances and treatment to groups of users who frequent the Cracolândia region”.

    According to the councilor, “the action of Non-Governmental Organizations (NGOs) is of the utmost importance”, however, “the action of these NGOs is not exempt from supervision, making it necessary to create a Parliamentary Commission of Inquiry (CPI) , especially because some of them often receive public funding to carry out their activities.”

    “A CPI can evaluate the effectiveness of programs offered by NGOs, determining whether they are achieving the desired results,” reads the request, which was signed by at least 24 councilors, out of a total of 55.

    “Rubinho Nunes is a bully. Despite being a good parliamentarian, he plays with his audience and creates a factoid against an honorable and serious person like Father Júlio. There is no agreement for the creation of this CPI. The PT is against it, will hinder and do whatever is necessary to stop this misconception. This is an unjustified persecution, with the aim of obtaining extremist votes in the October elections against a person who dedicates his life to helping the hungry,” said the leader of the PT in the Chamber, councilor Senival Moura.

    “I am sure that President Milton Leite, as a person of common sense, will not launch into an electoral proposal like this, compromising all other agreements for the smooth functioning of the House,” he added.

    Councilor Adriano Santos (PSB) also states that there is an electoral bias in the CPI proposal.

    “The councilor insists on an issue that has not been approved by the majority of parliamentarians since November. The PSB is totally against this CPI. It is his attempt to promote himself based on hate speech against Father Júlio and to keep his extremist political base active on social media. Since the MBL has distanced itself from Bolsonarism, it is now looking for someone who will try to stay in the City Council in the October elections,” he said.

    Councilor Luana Alves (PSOL) reinforced her colleagues’ statements. “There is no agreement on this, as far as I know. The PSOL will hinder everything that is possible. After all, this has already been discussed in the college of leaders [no ano passado] and we have already said that it is a casual chase. A completely useless persecution against civil society institutions that carry out serious social work.”

    In a note, the Chamber’s Board of Directors informs that the topic will be discussed at the Board of Directors, upon the return of the parliamentary recess, which will take place in February.

    On his social networks, Father Júlio declared that he does not belong to any NGO and that “the activity of Pastoral de Rua is a pastoral action of the Archdiocese of São Paulo in Cracolândia” (read the full text below).

    What does the author of the CPI request say?

    Councilor Rubinho Nunes denied having electoral objectives with the proposal and expressed himself equivocally when asked whether he would obtain the 28 votes needed in plenary to establish the commission.

    “I can’t open internal negotiations, it will be complicated. I presented the protocol with 25 signatures. You need 28 to open the CPI. I have already spoken to the Chamber and collected more than 30 supports. With the end of the CPI in December [de 2023], the expectation is that, returning to February, new CPIs will be opened. And this CPI is one of those in the preference list. (…) By February everything could change. But today I need 30 votes to approve the creation of the measure,” she said.

    “The CPI’s objective goes beyond electoral demands. There are serious signals against several NGOs and this is in the public interest and of the Chamber of São Paulo,” she declared.

    When asked about the reason for the investigation into Father Júlio, who is not part of the business and decision-making team of any NGO, Rubinho denied that he was persecuting the priest or the Catholic Church.

    “Father Júlio is not a church. He is a person who exploits the misery of the SP Center. He is not unanimous within the Catholic Church. He is a controversial figure. He works directly connected to these NGOs but, just like some old-fashioned scammers, who rely on oranges and shell companies, he uses people who run the NGOs,” he said.

    “The institution of the CPI is the prerogative of the legislative power, being legitimized in its tasks. The CPI must have a delimited objective in their creation, and in this case, as far as we know, the abjection that laid the foundations for the creation of this CPI would be the investigation/inspection of “Non-governmental organizations (NGOs) that provide food, utensils for the use of illicit substances and treatment to groups of users who frequent Cracolândia”. In other words, it would be the control of compliance with conventions established between the Public Authorities and partner organizations.

    I specify that I do not belong to any Civil Society Organization or Non-Governmental Organization that avails itself of an agreement with the Municipal Public Authority. The activity of Pastoral de Rua is a pastoral action of the Archdiocese of São Paulo, which in turn is not connected in any way to the activities that constitute the objective of the approved application for the creation of the CPI in question.”

    The Archdiocese of São Paulo, again in a note, reports that it is following “with perplexity the recent news that appeared in the press regarding the possible opening of a Parliamentary Commission of Inquiry (CPI) which calls into question the conduct of Father Júlio Lancellotti in the pastoral service to the homeless population”.

    And he added: “As Episcopal Vicar for the Pastoral Care of Street People, Father Júlio carries out the important work of coordination, articulation and animation of the various pastoral services aimed at serving, welcoming and caring for the city’s homeless people. We reiterate the importance that, in the name of the Church, works of mercy continue to be carried out among the poorest and most suffering in society.”

    What Craco says Resiste

    In a note, the A Craco Resiste movement underlined that “it is not an NGO”, but “a militancy project to resist oppression together with socially unprotected people in the Cracolândia region”.

    «We work on harm reduction, with connections created with cultural and recreational activities. And we denounce the policy of brutality and insecurity promoted by the municipality and the state government. Those who seek to profit from misery are these white men full of empty slogans who try to use Cracolândia as a showcase for their personal projects. It is not the first and we know that it will not be the last dishonest attack against A Craco Resiste,” the body said.

    “We draw courage from the current, from these people who have survived the suffocation of prisons, hunger, racism and police violence. We respect the wisdom and art of the sidewalks. We listen carefully to the rhymes on the street corners, the samba pipes and the litanies of precise words. The black mob exists and lives despite the genocidal state driven by white hatred. They do not depend on charitable or social projects. They are the very force of life that opposes the plans of death,” the entity added.
