On the agenda of the plenary session of deputies this Tuesday, April 30 at the Palace of Governors in Porto-Novo, was, among other things, the Bill authorizing ratification of the agreement enshrining the implementation of the judgment of July 12, 2005 of the International Court of Justice, relating to the Benin/Niger border dispute case, signed in Cotonou on March 13, 2023.

Before giving their approval for the ratification of this Agreement, the deputies were immersed in its content presented in the report of the Committee on External Relations, Development Cooperation, Defense and Security.

Thus, they noted that this agreement first presents the entire border sector of the Niger River, through the description of the border between the two States, both at the level of the islands and on the bridges, as materialized by the table of coordinates of the border points, and schematized on the space maps provided.

Then, he then presents a description of the border sector between the two States, but on the side of the Mékrou river.

The Agreement also provides, initially, for the materialization of the border between the two States, at the level of the watercourse and the aerial and underground spaces, and secondly, the need to periodically update the spatial -completed maps of the border corridor.

In its last part reserved for the final provisions, Law No. 2024-20 adopted unanimously by the deputies and which establishes the implementation of the judgment of July 12, 2005 of the International Court of Justice, relating to the case of the Benin/Niger border dispute, signed in Cotonou on March 13, 2023, sets out the modalities for settling disputes between the two States, those for modifying the agreement and its entry into force.

It is important to note that the subject of the Agreement, ratified this Tuesday April 30, 2024 by the deputies, does not relate to the situation which has prevailed between the two countries since July 2023 following the coup d’état that took place in Niger.
