On April 19, the Police Department of Ba Ria – Vung Tau province served decisions to prosecute the accused, detain, and search the residence and workplace of Tran Manh Hai (born 1977, Deputy Chief of Staff). Head of Planning and Finance Department, Department of Health) and Do Huu Hai (born 1986, Director of Son Ha Construction Consulting Co., Ltd.) for “Lack of responsibility causing serious consequences”. These decisions have been approved by the People’s Procuracy at the same level.
The above defendants were prosecuted in the process of expanding the investigation of the criminal case “Violation of regulations on bidding causing serious consequences”, related to bidding package No. 25 occurring at the Department of Health.
Previously, in April 2023, the Investigation Agency prosecuted the case “Violation of bidding regulations causing serious consequences” related to bidding package No. 25: Equipment for Hybrid orthopedic surgery rooms. under the Medical Equipment Project of Vung Tau City General Hospital.

The Vung Tau City hospital construction project started in mid-2017, with two main packages: construction and procurement of medical equipment.
The Civil and Industrial Project Management Board of Ba Ria – Vung Tau province (Board) is assigned as the investor of the construction part. The Department of Health is assigned to be the investor in purchasing medical equipment. The total cost of purchasing medical equipment is more than 460 billion VND.
According to the investigation, the investment and construction procurement process partly overlapped in the operating room investment at this hospital.
Specifically, the Board has completed the construction of the basic part and framework of 5 sterile operating rooms according to Decision 765/QD-UBND dated March 31, 2017 of the People’s Committee of Ba Ria – Vung Tau province, with a total cost of more than 16,000 VND. 1 billion VND and handed over in June 2021.
However, also in June 2021, the Department of Health issued a decision approving the results of contractor selection for package No. 25, which is equipment for Hybrid orthopedic surgery rooms. The winning bidder is Vimedimex Pharmaceutical Joint Stock Company with a price of nearly 38 billion VND.
In December 2021, the Department of Health made a scene record with relevant units, disassembled the equipment in the frame, and built the basic structure of operating room No. 5 (the largest of the 5 operating rooms). ) by the Investment Board, to invest in a Hybrid orthopedic surgery room.
On February 27, 2022, the Provincial Department of Health issued a Decision on granting assets that are specialized medical equipment for bidding package No. 25 “Hybrid operating room equipment for orthopedic injuries” to the General Hospital. Vung Tau City.
Through investigation, it was determined that the above subjects caused damage to the State of more than 18 billion VND. Vimedimex Medical and Pharmaceutical Joint Stock Company has returned more than 683 million VND for profiteering from participating in the bidding package; Huynh Tuan Anh paid 1 billion VND to overcome the consequences
