His Excellency Counselor Rashid Mohammed Bonejma, Secretary-General of the House of Representatives, extended his warmest congratulations and blessings to the shrine of His Majesty King Hamad bin Isa Al Khalifa, the great King of the country, may God protect and preserve him, and to His Royal Highness Prince Salman bin Hamad Al Khalifa, the Crown Prince and Prime Minister, may God protect him. This is on the occasion of the issuance of Royal Order No. (23) of 2024, concluding the second session of the sixth legislative term of the Shura and Representatives Councils.

His Excellency expressed his deep appreciation and gratitude to His Excellency Mr. Ahmed bin Salman Al-Musallam, Speaker of the House of Representatives, and the representatives, for the support and assistance received by the General Secretariat, which had a great impact in achieving the honorable parliamentary achievement, and His Excellency praised the efforts of all employees of the General Secretariat, including the expertise, competencies, and national cadres, We appreciate the prominent and significant cooperation of the national media and press in the prominent role and strategic partnership in supporting parliamentary work and highlighting its work and programs, locally and abroad.

His Excellency Counselor Rashid Bu Najma revealed that the Council, headed by His Excellency Mr. Ahmed bin Salman Al Muslim, Speaker of the House of Representatives, and during the second session of the sixth legislative term, held (34) plenary sessions, including (32) regular sessions, and (2) exceptional sessions.

Pointing out that the topics considered by the House of Representatives during the second regular session of the sixth legislative term amounted to (657) topics, distributed as follows: (12) decree-laws, (54) draft laws, (128) law proposals, (274) proposals. With a desire, (166) questions were submitted to the esteemed government, of which (103) questions were presented to the Council and commented on, in addition to (13) general discussions, and (4) parliamentary investigation committees were formed.

His Excellency confirmed that the Council reviewed (4) requests for general discussions, namely: a request to discuss the issue of the aggression on the Gaza Strip, a request for general discussion regarding the situation of retirees after stopping the annual increase and offering voluntary retirement to employees with recurring investment losses in the funds of participants in the retirement fund, a request for general discussion to clarify the policy. The government regarding the provision of government services within the Northern Governorate, requesting a general discussion to clarify the government’s policy regarding plans to confront the financial losses incurred by some companies affiliated with Mumtalakat Company.

The Council also formed (4) investigation committees, which are: the Parliamentary Investigation Committee on the Bahrainization of jobs in the public and private sectors, the Investigation Committee on employment contracts and the supply of manpower in ministries, government agencies and companies, the Parliamentary Investigation Committee on Gulf Air, and the formation of the Parliamentary Investigation Committee on Medical Services in… Bahrain.

His Excellency the Secretary General of the Council added that the topics approved by the House of Representatives during the second regular session of the sixth legislative term in the legislative and oversight fields amounted to (323) topics, including (227) topics in the supervisory field, and (96) topics in the legislative field, noting The topics agreed upon by both the Shura Council and the House of Representatives and submitted to the government during the second regular session of the sixth legislative term amounted to (19) topics.

His Excellency explained that the issues approved by the House of Representatives and referred to the Shura Council during the second regular session of the sixth legislative term amounted to (5) decree-laws, (20) draft laws and (2) final accounts, namely: the unified final account of the state. For the fiscal year ending on December 31, 2022, the performance report on the implementation of the state’s general budget for the fiscal year 2022, the statement of transfers from the other estimates account for ministries and government agencies for the fiscal year 2022, prepared by the Ministry of Finance and National Economy, and the annual report and audited financial statements for the Future Generations Reserve account for the fiscal year ending on December 31, 2021 after being audited by the Financial and Administrative Supervision Bureau, in addition to (2) of the Financial and Administrative Supervision Bureau’s reports, namely: the Financial and Administrative Supervision Bureau’s annual report for the year 2021-2022, and the Financial and Administrative Supervision Bureau’s annual report for the year 2022/2023. The Council also issued (25) statements.

Regarding the issues approved by the House of Representatives and submitted to the government during the second regular session of the sixth legislative term, there were (124) willing proposals, and (72) law proposals.

His Excellency Counselor Bou Najma also indicated that the number of meetings of the permanent and joint specific committees and the investigation and temporary committees reached (169) meetings, and the number of reports submitted by the parliamentary committees reached (195) reports, in addition to the meetings of the House of Representatives Bureau and the joint meetings between the legislative and executive authorities.

This is in addition to many participations for the Council and the Parliamentary Division to activate the role of parliamentary diplomacy, in addition to hosting many local and foreign delegations to enhance parliamentary and community communication, in addition to many programs, projects, training and qualitative initiatives, hosting university students, practical training, the Foras program, and others, while enhancing cooperation with partners. Strategists for local institutions, international bodies, and the general secretariats of the legislative councils of brotherly and friendly countries.
