The World Health Organization (WHO) conducted an assessment in 8 hospitals of Azerbaijan.

It was reported that with the support of the United States Agency for International Development (USAID), the WHO implemented a plan of measures to support the strengthening of emergency medical stations in the country. As part of these measures, a strategic assessment of the potential of emergency departments was conducted from February 22 to March 18. In the evaluation conducted by the expert mission of WHO together with the representatives of local health institutions in 8 selected state medical institutions in Baku city and Shamakhi district, the Hospital Emergency Department Evaluation Tool prepared by WHO was used.
It should be noted that the evaluation tool was presented at a meeting held on February 23 with the participation of the mission and local health institutions, and an agreement was reached on its application. WHO’s aim in using this tool is to institutionalize emergency care, identify key gaps and areas for improvement, and develop an individual improvement plan for hospitals. As a result, medical institutions will receive recommendations on emergency interventions to improve the quality of service and advice on updating national quality standards for emergency medical care.
The assessment process covering 4 areas in total (hospital characteristics, human resources, clinical services, signaling functions) is carried out in 3 stages. In the already completed preparatory and implementation stages, the mission informed the heads of the hospitals about the process, inspected emergency and urgent medical care, radiology and resuscitation departments, as well as laboratories, wards and operating rooms. The preparation of the report, which is the last stage, will be completed in April this year, and the final document will be presented to local health authorities.
The assessment mission operates within the framework of the “Pandemic Response Measures in Azerbaijan” project implemented by the WHO with the support of USAID in cooperation with the Ministry of Health of Azerbaijan, the State Agency for Compulsory Medical Insurance and TABIB.
