“We don’t want to be only a consumer of security, and in that context, RA has informed Brussels that it is ready to contribute to the civilian missions of the common security and defense policy of the EU,” stated the secretary of the Security Council of Armenia. Perhaps it is taken into account that Armenia has not only turned to the European Union to support its security, but is ready to participate in other similar missions that the European Union will implement in other zones. The question arises: Does the EU have such missions in other places as in Armenia? At least that doesn’t seem to be the case.

It is known that there is an EU observation mission in Georgia since the Georgian-Ossetian war. But, Yerevan is unlikely to consider the possibility of getting involved in it. On the other hand, it is also possible that Armenia’s request does not have a specific direction, but Yerevan simply tried to express the intention to “get as close as possible” to the European Union, which was voiced by Nikol Pashinyan. Here, however, it is perhaps necessary to pay attention to the wording.

Armenia is not a security consumer when it comes to relations with the European Union. Before the EU mission in Armenia, Armenia has been carrying out a peacekeeping mission in Kosovo for years, participating in the NATO contingent service. Of course, it is not the EU format, but it is the security of the European Union, and for years Armenia has had a defensive participation in the peacekeeping mission in that zone, which is important for the security of the European Union. At the same time, Armenia is not a consumer of security even without it.

In 2017, Armenia signed a comprehensive cooperation agreement with the EU, through which it declared its commitment to the European value system and the ideas of European modernity. That circumstance is also certified by the signature and seal of the EU with the approval of 28 members. In other words, by ensuring its security and dealing with its own security, Armenia is essentially involved in the work of European security whether willy-nilly or not. Moreover, the European Union’s observation mission in Armenia is based on the logic of European security, and not on philanthropic motives. In that sense, Armenia is not a consumer, therefore it does not have “consumer debt” and should not have “consumer complex”.
