Ukraine missed the opportunity to become a strong state and build a normal relationship with Russia, but it had that opportunity and it was quite possible. The author of this idea is the President of Azerbaijan Aliyev, who made a speech at the international conference dedicated to the Climate Summit to be held in Baku. Alliyev stated that he is speaking about this not by hearing, but by knowing many things, including as a result of contacts with all presidents of Ukraine.

He also stated that Baku cannot do anything for Kyiv except the humanitarian aid it provides. Aliyev’s statements on the Ukrainian topic seem to be unprecedented. At the same time, the tone of so-called “contempt” is quite noticeable in them, which the President of Azerbaijan directs at Kiev for not being able to build a relationship with Russia and for bringing the situation to war. Azerbaijan’s propaganda resources continue to cover the Ukrainian war in a noticeable anti-Russian tone, so to speak, but the tone of the Azerbaijani president’s speech is noticeably “anti-Ukrainian”, certainly not in the literal sense.

The fact that Baku can conduct a two-faced policy is not new: Azerbaijan always tries to build its game in both directions. However, Aliyev’s rhetoric regarding Ukraine has always been narrow and restrained, and in that sense the remarkable thing is not that Baku’s propaganda can be in one tone, and the official words in another. The remarkable thing is that Aliyev’s statement is unprecedented, and this unprecedented fact immediately follows his visit to Moscow on April 22.

Accordingly, the question arises, what did Putin say to him in Moscow, that after two days Aliyev started scolding Kiev for not being able to build a normal relationship with Russia? Was Aliyev threatened in Moscow, allowing him to continue propaganda, but not to continue politics, or was he offered a pie with certain conditions? It is noteworthy that after returning from Moscow, Aliyev invited Zelensky to participate in the Climate Summit to be held in Baku in November. Apparently, by voicing that invitation, Aliyev has prepared the ground for his “condemnation”, so to speak.
