3. Nearly 3 decades of participating in ASEAN, Vietnam has always considered ASEAN one of the top priorities in foreign, security, economic and defense policies, always doing its best for a united ASEAN Community, strong, with an increasingly high role and position in the region and the world.

Vietnam’s development path in the innovation and integration process is always associated with ASEAN and has reaped many important achievements in all fields within this close relationship. Vietnam’s success affirms the correctness and strategy of the policies and guidelines of the Party and State of Vietnam in building three fundamental elements of democracy, rule of law and the market: (1) Building build socialist democracy; (2) Building a socialist law-governed state of the people, by the people, for the people; (3) Developing a socialist-oriented market economy.

At the same time, Vietnam focuses on implementing 6 focuses: (i) Foreign policy of independence, self-reliance, multilateralization, diversification, being a friend, reliable partner, active and responsible member of the international community; (ii) “4 No’s” defense policy; (iii) Building an independent, self-reliant economy associated with proactive, active, deep, substantive and effective international integration; (iv) Ensuring progress, social justice, improving people’s lives; (v) Building an advanced culture, rich in national identity, “culture that lights the way for the nation”; (vi) Strengthen prevention of corruption, negativity and waste.

Vietnam’s throughout perspective: Taking people as the center, the subject, the goal, resource, and driving force of development; Do not sacrifice progress, social justice and the environment to pursue simple economic growth.

However, Vietnam also faces many difficulties and challenges because it is a developing country, has a transitional economy with a modest scale, high openness, and limited resistance to shocks. shock from outside.

These are also common challenges that many ASEAN countries face on their development journey; requires solidarity, trust, joint efforts and consensus of all member countries along with the cooperation and support of international partners and friends. Together, we persistently pursue a global, all-people, and comprehensive approach so that the ASEAN common home is strong in all circumstances, develops rapidly, and sustainably.

4. ASEAN is aiming for the 2045 goals with the aspiration of a dynamic, cohesive and self-reliant development Community. To realize the ASEAN Vision 2045, I recommend implementing the following 5 enhancements:

– First, strengthen solidarity, cooperation, and unity in diversity, upholding the spirit of independence, self-reliance, and strategic autonomy of ASEAN. Promoting the central role of ASEAN; At the same time, we respect differences and ensure harmony of interests; steadfast in ASEAN’s principled stance on regional and world security and development issues.

– Second, enhance strategic trust within ASEAN and in relations with partners; contributing to preventing conflicts and maintaining an environment of peace, security, stability and prosperity in the region and the world.

– Third, strengthen digital transformation, green development, circular economy, digital economy; promoting innovation and entrepreneurship, creating new and sustainable growth drivers for ASEAN in the coming time, along with renewing traditional growth drivers.

– Fourth, enhance harmonious, sustainable and inclusive development, taking people as the center, subject, driving force, resource and goal of development. Do not sacrifice progress, social justice and the environment to pursue simple economic growth.

– Fifth, strengthen the mobilization of all social resources, promote socio-economic development, especially public-private cooperation; creating strategic breakthroughs in institutions, human resources, infrastructure and national governance, helping ASEAN develop quickly and sustainably.

The ASEAN Future Forum 2024 with the theme “Building a rapidly developing, sustainable, people-centered ASEAN Community” is an important initiative proposed by Prime Minister Pham Minh Chinh at the 1st ASEAN Summit. 43 in September 2023.
