The Superior Electoral Court confirmed on Wednesday 3, that Cebraspe has been entrusted with organizing the new unified Electoral Justice competition (TSE Unified Competition).
In an official note, the TSE clarified that the Fundação Getulio Vargas (FGV), announced in December as the organizing committee of the competition, did not meet one of the requirements established by law.
The requirement in question refers to the reservation of places for people with disabilities provided for by article 93 of law no. 8.213/1991.
Look what the law says: “A company with 100 or more employees is required to fill 2% to 5% of its positions with rehabilitated beneficiaries or people with disabilities.”
After analyzing the declaration submitted by FGV, the TSE legal department concluded that compliance with the vacancy reserve required by law had not been demonstrated.
FGV therefore presented a new commercial proposal to the Supreme Court. In examining the documentation, the Administrative Secretariat of the TSE considered that there was no legal or logical support capable of accommodating the institution’s request, an understanding confirmed by the Legal Adviser of the Court, the Director General and the President of the TSE.
That said, the TSE carried out another study to choose the new committee and organize the selection of the 520 public employees who will work at the electoral tribunal. OR Cebraspe (formerly Cespe/UnB) was chosen.
He will now be responsible for managing the competition tests.

The TSE prepares the new competition for the Unified Electoral Court

According to an order from the director general of the TSE, Rogério Galloro, the choice of Cebraspe was based on the technical and legal inputs provided by the competition planning team, the legal consultancy and the administrative secretariat of the Court.
The decision was also confirmed by the president of the TSE, minister Alexandre de Moraes, in an order signed on Friday 29 December.
According to the document, it is essential that the organizing committee respects the rule given the importance attributed by law no. 14.133/2021 to fulfill the reservation of places for people with disabilities, as a social inclusion measure.
With the hiring of the jury, the competition announcement is imminent. It is therefore possible that the publication will take place in the next few days.

The contract confirms the allegations of the Unified TSE competition
Cebraspe’s hiring had already been announced on Tuesday 2nd by Folha Directed by Qconcursos, after having had access to the contract and selection specifications through the Procurement Portal.
The documents confirm that the Unified TSE competition will include offers for the positions of technician and judicial analyst, both at higher levels. Find out which specialties will be covered:

*The list of positions in the reference mandate does not indicate the specialties of Civil Engineering – Workplace Safety, System Analyst and Public Relations for Judicial Analyst. But they are included in the number of discursive tests that need to be corrected by the panel.
According to the TSE itself, the offer will be 520 immediate vacancies, plus reserve registration.
These opportunities will be distributed between the TSE and 26 regional electoral courts (TRE). Only the court of Tocantins will not participate in the competition as it still has a valid notice.
The competition will reserve 33% of the seats for quotas
The resolution of the Unified TSE competition informs that 33% of the places will be reserved for quotas. The percentages will be for the following groups:
20% for blacks;
10% for people with disabilities; AND
3% for indigenous people.
The positions of judicial technician and analyst, according to current legislation, require complete higher education.
From February 2024 wages will be readjusted and will have the following values:
judicial technicians: R$8,529.64, of which R$3,554.02 is the basic salary and R$4,975.64 is the Legal Activities Bonus (GAJ).
judicial analysts: R$13,994.76, of which R$5,831.15 is the basic salary and R$8,163.61 is the Legal Activities Bonus (GAJ).
Employees are also entitled to a series of benefits, such as food assistance, pre-school assistance and medical and dental assistance (union participation).

The structure of the competition exam is confirmed
According to the specifications of the Unified TSE competition, accessed by Folha Directed by Qconcursos, candidates can be evaluated through the following phases:
Objective, speech and physical fitness tests will be carried out simultaneously in the cities where the election tribunals are located.
It is important to note that tests for analysts and technicians will be administered in different shifts.
The tender specifications do not contain indications regarding the test program, which must be published together with the notice.
For the purposes of correcting the discursive test of the Unified TSE competition, the jury will correct the papers of the judicial analyst candidates classified up to the following positions (broad competition):
Administrative Area in Accounting: 200th place;
Administrative area without specialty: 500th place;
specialized support in System Analysis: 200th position;
specialized IT support: 30th position;
specialist support in Architecture: 30th place;
specialist support in Archives: 30th position;
specialized library support: 30th position;
specialist support in Nursing: 30th place;
specialist support in Civil Engineering: 30th place;
specialist support in Civil Engineering – Workplace Safety: 30th place;
specialist support in Electrical Engineering: 30th place;
specialist support in Statistics: 30th position;
specialist support in Medicine – General Medicine, Occupational Medicine and Psychiatry: 30th place (for each career);
specialist support in Dentistry: 30th place;
specialist support in Psychology: 30th place;
specialist support in Public Relations: 30th place;
specialist support in Social Services: 30th place;
Judicial area without specialty: 500th place.
The last unified TSE competition took place in 2006
In 2006, the Electoral Tribunal also held a unified contest.
At the time, in addition to the Superior Electoral Tribunal, the regional courts of Acre, Rio de Janeiro, Rondônia and Roraima participated in the selection.
The offer was 801 places with the following subdivision:
Higher Electoral Tribunal – 280 vacancies;
Acre Regional Electoral Tribunal – 6 vacancies;
Regional Electoral Tribunal of Rio de Janeiro – 435 vacancies;
Regional Electoral Tribunal of Rondônia – 56 vacancies; AND
The possibilities were for the positions of judicial technician and judicial analyst. When registering, the interested party must indicate the position and forum of interest.
Applicants were assessed at different stages, depending on the location of the vacancies. See the test structure:

The tests were administered in state capitals with vacancies in regional courts and in the Federal District, in case of TSE opportunities.
