The European Commission also plans to impose restrictions on ships carrying Russian oil. In addition, the European Union can prohibit the operation of transport companies in its territory that are more than a quarter owned by citizens of the Russian Federation.

The new package envisages banning the financing of political parties, non-governmental organizations and research institutes from the Russian Federation.

It is noted that Brussels has decided not to include restrictions on the import of Russian aluminum in the draft sanctions. However, the European Commission proposes to impose an embargo on helium exports from Russia. In addition, the European Commission proposed to establish a ban on the sale of Ukrainian works of art in EU countries, if there are suspicions of their illegal appropriation.
