The CGU concludes that it is false that Bolsonaro was vaccinated against Covid in 2021 | Politics

The Comptroller General of the Union (CGU) concluded this Thursday (18) that former President Jair Bolsonaro’s vaccination record against Covid-19 is false. The Ministry of Health system contains a document dated July 19, 2021. It would have been carried out in a Basic Health Unit in São Paulo (read more below).

However, the CGU’s investigations did not reveal who was responsible for the forgery. According to the Controllership, the findings will be forwarded to the state and municipal authorities of São Paulo for action.

The analysis of the case began after the request, through the Access to Information (LAI) Law, for the former president’s National Covid-19 Vaccination Certificate (CNVC). The request was made in December 2022 and the investigation concluded in October 2023.

Bolsonaro and Valdemar: handcuffed to each other

According to the CGU’s investigation, there is no possibility that the false registration was made directly by the Ministry of Health, at the time presided over by General Eduardo Pazuello. The Comptroller’s conclusion is that the fraud was committed during the recording of the information, directly through the system of the Department of Health of the State of São Paulo.

The vaccination certificate dates back to July 19, 2021 at a Basic Health Unit (UBS) in São Paulo and was entered into the system on December 14, 2021. It contains one dose of the vaccine produced by Janssen.

However, the vaccination record was only sent to the National Health Data Network (RNDS) on 18 October 2022 at 10.44pm.

Also according to the CGU, according to the official agenda, the former president was not in Sao Paulo on the aforementioned date. The same diary indicates that Bolsonaro was in the capital the day before, July 18, 2021.

Another issue raised in the investigation was the fact that the UBS manager stated that on that date the unit only had doses of Coronavac and Astrazeneca.

The Department of Health of the State of São Paulo informed the CGU that it was not possible to identify which server was responsible for the vaccination, because the system used at the time did not require individual registration of the applicator. Therefore it was not possible to identify who had committed the fraud.

“The VaciVida system still provided access by vaccination room and was not individualized by the CPF. From May 2022 the login has become nominal, linked to the CPF of the system user”, explains the Secretariat.

All the employees who moved from UBS and interviewed by the CGU declared that the former president was never present and confirmed that at the time the registration of vaccinated people took place using the same password.

The CGU also found two other vaccination records in the name of Jair Bolsonaro, on 13 August and 14 October 2022, registered in Duque de Caxias (RJ). However, the recordings were later deleted due to an “error”. The two recordings refer to the application of two doses of the Pfizer vaccine.

And, just like in the Sao Paulo document, the CGU found no record from the president in the Baixada Fluminense on the specific dates of the two vaccinations that appeared on the card.

This other case was the subject of a Federal Police investigation in early 2023 and pointed to Mauro Cid as the center of the conspiracy.which also resulted in the tampering with the vaccination card of his wife, Gabriela Cid.

According to the PF, the suspects entered false Covid-19 vaccination data into two exclusive systems of the Ministry of Health: the National Immunization Program and the National Health Data Network.

The company claims that the aim was to issue fake vaccination certificates to people who had not been immunized and, thus, allow access to places where immunization is mandatory.

According to GloboTVMauro Cid allegedly ordered an assistance sergeant of the order of the Presidency of the Republic, Luís Marcos dos Reis, to enter the falsified data into the systems of the Ministry of Health.

In the first attempt, the group entered lots into the system that had gone to other cities – and not to Brasilia, as the scam attempted to point out. Therefore the insertion of the false information had to be done again on another occasion.

In this second attack, according to the investigators, the subjects involved left traces that facilitated the investigations into the alleged crimes.

In addition to the evidence contained in the Ministry of Health’s system, the investigation obtained message exchanges between those involved confirming the fraud – the breach of confidentiality was authorized by the Court.
