MADRID, Spain.- An official from the National Assembly of People’s Power (ANPP) “responded” to the second request for approval of a Comprehensive Law Against Gender Violence, presented in December by a group of civil society organizations. According to the official, these issues are being evaluated within the framework of the Cuban legislative schedule, and the deputies will review and consider the request.
“The case was reviewed by the leadership of the National Assembly and all these issues are being assessed, because you know that there is a legislative schedule and within it there are several things that are handled there that will be taken into account,” stated the ANPP official, the applicants announced this Thursday.
The response was given by telephone, a fact that Cuban lawyer Raudiel Peña Barrios criticized, considering that it should have been delivered in writing, the appropriate channel; just as he questioned the vagueness in the response. “The brief and ambiguous response suggests that it is not a priority nor will it be in the remainder of the current ANPP legislature,” said the jurist.
That is, despite the authorities’ statements about the periodic review of the legislative schedule, the discussion of this law does not appear in the plans until 2028.
The organizations that submitted the application last December include the Alas Tensas Gender Observatory (OGAT), the Yo Sí te Creo en Cuba Platform (YSTCC), the Cuban Women’s Network, the Virtual Museum of Memory against Gender-Based Violence Gender (GBV) and DemoAmlat.
This request is added to another submitted in November 2019 by a group of 40 women from civil society. At that time, they were informed that the discussion of a Comprehensive Law against Gender Violence would not be included in the legislative schedule.
The signatory organizations question the effectiveness of previous agreements, such as the Comprehensive Strategy for Prevention and Attention to Gender Violence, especially in light of the increase in femicides reported in 2023 by independent observatories. That year, 80 cases were recorded, double the previous year.
