Before the parliament meeting in congress, Wednesday April 24, 2024, Prime Minister Gervais Ndirakobuca presented the implementation report of the Annual Work Plan and Budget (PTBA), fiscal year 2023-2024. During the first half of the year, the construction of the chancery and residence buildings in Dodoma, Tanzania was planned on a budget of 2.2 billion FBu. These funds are available. All that remains is the building permit. In addition, the Kigoma chancery building was constructed and equipped.

The rehabilitation of the residence of the head of diplomatic mission in Kampala (Uganda) cost 731.7 million FBu. The completion rate is 20%. Work is underway in the second semester. The conference room of the ministry in charge of foreign affairs was rehabilitated with a budget of 139.9 million FBu.

Payment of invoices for the RN3 project (Rumonge – Nyanza-Lac) and related works for two quarters cost 775 million FBu. And the expropriation of people affected by the RN3 project and related works cost 50.2 billion FBu. Burundi is building the dry port of Kwala (Tanzania) on a budget of one billion FBu. The completion rate is 70%.

BBN in the accreditation process

The accreditation of laboratories (ISO 17025) and the certification of the system (ISO 17020, ISO 17065 and ISO 9001) of the services of the Burundian Bureau of Standardization and Quality Control (BBN) will cost the Burundian State 500 million FBu. In addition, a standardization center conforming to quality standards will be built with a budget of 600 million FBu. These two projects are underway even in the second half of 2023-2024.

The process of classifying 50 tourist accommodation establishments according to East African Community (EAC) standards swallowed up a budget of 33 million FBu. But 10 million FBu have already been committed for the pre-classification of these establishments scheduled for the second half of 2023-2024.

Burundi organized and participated (in Bujumbura) in the regional fair of micro, small and medium enterprises of the EAC (Jua Kali/Nguvu Kazi) with a budget of 635.7 million FBu. The establishment of 40,500 oil palm plants over 300 hectares cost 21 million FBu.

Water and electricity have not been forgotten

The installation of electrical equipment on a network of 69 km (medium voltage) and 98.7 km (high voltage) was carried out on a budget of 339.6 million FBu. The project is underway in the second semester. The electrification of the locality of Mutambara in Rumonge will cost 1.2 billion FBu. The equipment supply contract was signed on 1is semester and the project is ongoing even in the second semester.

The national inventory of water and sanitation projects will cost 350.4 million FBu. In addition, the extensions of drinking water supply in the Nyabugete IV district were carried out with a budget of 605.7 million FBu. The availability of 350.4 tonnes of hybrid corn seeds in the stocks of provincial offices in charge of agriculture cost 912 million FBu.

Strengthening the financial capacities of 29,000 producers will cost 8.2 billion FBu. The project is currently being implemented. The computerization of five hospitals namely: Mabayi hospital (Cibitoke), Gashoho (Muyinga), Rema (Ruyigi), Gahombo (Kayanza) and Musenyi (Ngozi) cost 713 million FBu.

The presentation of the PTBA before parliament comes after the Council of Ministers which met this Wednesday, April 17, 2024 in Gitega studied the execution of the State budget (fiscal year 2023-2024) in the second semester. Domestic resources planned to finance second quarter activities were equivalent to 468.97 billion Burundian francs. The achievements reached an amount of 516.75 billion FBu francs, i.e. a performance of 110.19% driven mainly by tax revenue. As for expenditure, the ceiling during the second half was set at 697.36 billion FBu while the total amount executed was 518.7 billion FBu, an achievement of 74.38%.
