One of the recent critical approaches was related to the classification or examination of goods in the Central Customs Expertise Department. It should be taken into account that in order to study the efficiency of the activities of the customs bodies, appropriate surveys are conducted, and in these surveys, 82% of the respondents expressed their satisfaction with the services of the Central Customs Expertise Department.

At the same time, the customs examination is carried out in a number of cases in order to correctly classify the goods and apply the customs duty rates according to the customs tariffs: “The main reason for this situation is that sometimes the descriptive part of the 31st column of the customs declaration is not completely filled out, i.e. goods in foreign trade circulation since the technical index, characteristics and other information of the goods (for example, imported goods) are not fully reflected in this column, as well as complete documents have not been submitted to the customs authority, it is necessary to determine the tariff rates accordingly based on the identification and compatibility of the goods.

Foreign trade participants do not pay any fees for customs expertise conducted directly on the initiative of customs authorities.

The time spent on the customs examination depends on the technical characteristics of the goods, that is, on the examination methods. (For example, from chemical, spectrometric, chromatographic, microscopic, etc. properties)

These periods are not intended for the storage of any goods for months, but for the examination to be carried out within those periods.

In order to carry out the process on time, appropriate work is being done to equip the Central Customs Expertise Department with the necessary examination equipment. Also, expansion of infrastructure facilities is also an issue facing the customs authorities.

“Regarding the ban on the release of goods by the customs authorities during the examination period, according to Article 258 of the Customs Code, business subjects can use the right to take the imported goods out of the customs control zone and dispose of them by providing appropriate security equivalent to the customs debt that may arise.

Customs authorities are interested in quick release of goods and use possible opportunities for this. So, starting from 2024, the Automated Risk Analysis System based on artificial intelligence is being implemented. At the same time, regular work is carried out with entrepreneurs for the completeness of the description of the 31st column of the customs declaration (which is very familiar to the declarants).

Additionally, through the Customs Clearance Platform (GRP), the opportunities for “Compulsory decisions” prevent entrepreneurs from sending their imported or exported goods for re-examination.
