South China Morning Post (SCMP) reported that as early as February 13 (the 4th day of the Lunar New Year), the Shanghai government chartered a plane to welcome more than 30 workers from Yunnan province back to the city.

The city plans to carry out 20 more rounds of welcoming workers from different provinces and cities back to Shanghai via rented vehicles such as planes, ships, and cars.

The Shanghai Human Resources and Social Security Administration began negotiations on charter transportation services with local governments in key labor-exporting provinces at the end of December last year.

“We found that many workers were looking for work before the holiday season, with some returning to Shanghai to take on high-demand roles such as housekeeping and catering during the festival.
