At 5:30 p.m. on May 3, the People’s Committee of Soc Son district said that immediately after the incident occurred, the district People’s Committee coordinated with the Center for Natural Resources and Environmental Engineering (under the Hanoi Department of Natural Resources and Environment). ) directed the operating unit, Joint Venture Construction Services and Trading Joint Stock Company 68 – Son Tay Urban Environment Joint Stock Company, to mobilize machinery and human resources to promptly fix the problem. Focusing on treatment from the first hour helps minimize the leakage of garbage and sludge, avoiding escape into the environment.

By 7:00 p.m. the same day, the basic problem had been resolved (sewage sludge was only located on the internal road area of the treatment area). By 11 a.m. on May 4, the general cleaning work at the internal road was thoroughly handled by the operating unit, and garbage reception returned to normal.

The Center for Natural Resources and Environmental Engineering in collaboration with the Department of Natural Resources and Environment of Soc Son district and the People’s Committee of Hong Ky commune took samples of wastewater sludge (arising from the incident) to analyze and evaluate the level of impact on the environment. school; Report to Hanoi Department of Natural Resources and Environment for timely handling according to regulations.

The treatment area’s infrastructure has seriously degraded. Landfill cells are no longer able to receive garbage, and the amount of leachate exists in large lakes. Every day, the amount of garbage processed by landfilling is still being carried out, causing a high risk of losing safety and political security in the area.

On the other hand, the units carefully research and evaluate the dumping of sludge after the leachate treatment process in cell H1, ensuring security and safety of the yard area in unfavorable weather conditions.

Soc Son district also proposed that the city request the Joint Venture of Son Tay Urban Environment Joint Stock Company and 68 Construction Services and Trading Joint Stock Company and operating units in the Nam Waste Treatment Complex. Son reviewed and rehearsed plans to prevent and respond to environmental incidents, especially during the stormy season.

Hanoi Department of Natural Resources and Environment established contact points and close connections between management and operating units, Soc Son district People’s Committee, People’s Committees of communes: Nam Son, Bac Son, Hong Ky and other units. relevant in case of an incident, as well as other changes (unexpected, periodic) for timely information, reporting and coordination. Regularly communicate the results of units operating in the Trial Area so that local authorities and people can know and monitor.

At the same time, the Hanoi Department of Natural Resources and Environment increased inspection and supervision of waste treatment processes of operating units in the treatment area; take measures to promptly resolve problems caused by the operation of the treatment area, especially the smell of garbage and fly outbreaks that affect the daily lives of local people; promptly report and propose to the Hanoi People’s Committee on issues beyond its authority to minimize the possibility of causing environmental pollution and avoid frustration among the people.

Soc Son District People’s Committee requested Hanoi City People’s Committee to renovate and rebuild degraded infrastructure that poses a risk of unsafety in garbage and leachate storage compartments; Research and build an additional garbage treatment plant (garbage incineration) at Nam Son Waste Treatment Complex to meet the city’s daily garbage treatment needs and the amount of garbage buried here for many years; Direct the complete treatment of remaining leachate in the leachate cell.
