The Government Office has just announced the conclusion of the Standing Government on planning the Red River Delta for the period 2021-2030, with a vision to 2050.

In particular, the Government Standing Committee noted the need to prioritize preparation and start construction before 2030 of the Lao Cai – Hanoi – Hai Phong – Quang Ninh high-speed railway and the Lang Son – Hanoi high-speed railway connecting connected to China.

Currently, Vietnam still maintains two railway lines from Hanoi connecting to Lao Cai and Lang Son (designed during the French period). However, different road gauges and degraded infrastructure make transporting goods from Vietnam to China inconvenient.

In 2023, the Ministry of Transport has assigned the Project Management Unit (PMU) of Railways to organize the preparation of a pre-feasibility study report for the investment project to build the Lao Cai – Hanoi – Hai Phong railway.

On November 30, 2023, during a meeting with the Chief Secretary of the National Development and Reform Commission of China, Deputy Minister of Transport Nguyen Danh Huy affirmed that senior leaders of the two countries have a very clear and common understanding. issued a general announcement on cooperation to promote the implementation of a number of railway lines in the North of Vietnam connecting with China.

In addition to railway planning, the Standing Government also determined that the Red River Delta region needs to study the location of a second airport with a large transit function to backup Noi Bai airport; need to choose a suitable area, saving land; Review traffic development space in accordance with the national master plan and specialized planning in the field of transport.

The Government Standing Committee believes that regional planning is groundbreaking to resolve congestion in the area; promote railway and subway planning in the capital Hanoi; At the same time, we must restore and “live” the rivers, connecting the culture of the river basins in the region; develop inland waterway transportation, promote the advantages of tourism along waterways.
