Planning objects include 5 regional, inter-provincial and interdisciplinary medical facilities in the fields of medical examination, treatment, and rehabilitation; Medical examination, forensic examination and forensic psychiatric examination; Preventive medicine, public health; Testing, inspection, and standardization of drugs, cosmetics, food, vaccines and medical biological products, medical equipment, pharmaceutical production, vaccines, medical biological products and medical equipment; the field of population – reproductive health.

The medical facility network planning does not include state management units in charge of health (Departments, Departments, General Departments, Sub-Departments…) nor does it include local medical facilities (which are within the scope of provincial planning). Instead, the Health Facility Network Plan provides principled directions to guide localities to include the local health facility network component in the province’s overall planning.

For the field of testing, inspection, and calibration: Develop technical and professional capacity at both the national and regional levels through improving the capacity of national specialized institutes (developing a system of reference laboratories). screening, developing medical equipment testing and calibration centers, upgrading bioequivalence assessment centers…); Develop 6 Regional Testing Centers in 6 socio-economic regions, upgrade Medical Testing Quality Control Centers to undertake regional functions.

For the field of medical assessment, forensic assessment and forensic psychiatric assessment: Improve capacity and facilities of medical assessment units, forensic assessment, and forensic psychiatric assessment now available. Construction of a new regional forensic examination facility in Ho Chi Minh City; 2 regional forensic psychiatric assessment facilities in Nghe An and Ho Chi Minh City.

For the field of population and reproductive health: Develop specialized technical services on reproductive support, screening, diagnosis and early treatment of prenatal and neonatal diseases and disabilities associated with specialized hospitals. obstetrics/obstetrics – pediatrics department, hospital with obstetrics/obstetrics – pediatrics department. Develop 6 existing regional prenatal and neonatal screening and diagnosis centers in the Red River Delta, North Central and Coastal regions Central Coast, Southeast and Mekong Delta.
