Currently, two initiatives that propose the creation of a “Pension Fund for Wellbeing” coexist in the Chamber of Deputies: a constitutional reform initiative sent by the Executive on February 5 and a legal reform initiative presented by deputies on April 4 . In this last initiative, the Mexican State does not assume the commitment to guarantee that the pension received by workers is equal to their last contribution base salary.

According to an analysis by the Mexican Institute for Competitiveness (IMCO), the legal reform initiative regarding pensions requires a meticulous evaluation by the members of both chambers of Congress as it warns of implications for both workers and public finances. .

For example, although the initiative states that workers and their beneficiaries have the imprescriptible right to receive the resources from their subaccounts that have been transferred to the Fund, the mechanism for returning said resources – along with the interest generated – by the IMSS, ISSSTE or Infonavit, as appropriate, is not yet defined.

Regarding public finances, they warn that if it is considered that a proportion of the Fund’s resources would come from non-recurring income or that do not necessarily materialize in time and quantity, there is a possibility that the Fund’s resources will not be sufficient to meet its objective. .
