By the way, on the same day, the last president of Artsakh, Samvel Shahramanyan, communicated with the press and said that “the lid on the Artsakh issue should not be closed, solutions should be found”. Samvel Shahramanyan, who “put the last nail in the coffin” of Artsakh statehood, expects from whom and what solutions he expects, perhaps next.
In this particular situation, it is very remarkable that if the former Foreign Minister Vardan Oskanian sees at least a “ten percent probability” of the collective return of the Armenian population of Nagorno-Karabakh and believes that one cannot be silent for the sake of its realization, then Stepanakert publicist Vardges Ovyan is convinced that “the Turks occupied and not did not return a piece of land” and considers justified the application by which, as he says, the international community of 300 forcibly displaced Artsakh citizens demands to extort one million dollars for each forcibly displaced person, so that “Artsakh citizens can start a new life in another country”.
Vardan Oskanyan heads a commission that has the task of achieving the collective return of the Armenian population of Nagorno-Karabakh with international guarantees and ensuring guarantees. The National Assembly of Artsakh gave him that authority. Does Vardan Oskanyan not know that Russian Deputy Foreign Minister Galuzin spoke about the return of the Armenian population of Nagorno-Karabakh, considering that Russian peacekeepers “can be a guarantee” of this? Did no one hear that in the “side rooms” of the Munich Security Conference, Ilham Aliyev discussed the “necessity” of dissolving the Minks Republic and other institutions on the Nagorno-Karabakh issue with the current president and general secretary of the EAU? It would not be correct to say that they do not read that person’s press or are indifferent to the Artsakh issue. It was not right to not notice that Vardan Oskanyan and the authors of the idea of confiscating one million dollars for each of the forcibly displaced people have no hope for the current government of Armenia.
The authors of the idea of ”starting a new life with initial capital” of one million dollars for each family member abroad can be called romantic. But Vardan Oskanyan served as the Minister of Foreign Affairs of Armenia for ten years, before that he was a “first-hand” witness in the negotiations with the Azerbaijani side, and he knows very well that the right of return of the Armenian population of Nagorno-Karabakh must first be discussed and agreed upon with Baku. It is only in that case that the international community will give any guarantee or be a guarantor. There is no other option.
The co-chairs of the OSCE Minsk Group proposed to determine the status of Nagorno-Karabakh by the free will of the population, but Azerbaijan did not accept it. Moreover, a radical rupture occurred in the negotiation process, when Nikol Pashinyan, after being appointed as the prime minister, brought to the agenda a demand to interpret the “three principles and six elements” unambiguously, which was certainly a diplomatic mistake and an open flattery to the mediators.
According to that, the first task of Vardan Oskanyan’s committee is to clarify the dominant position of the forcibly displaced population from Nagorno-Karabakh. if people 100% reject the possibility of return without status determination, then what problem does Oskanyan solve? Does he believe that the international community will recognize the independence of NK? And if the people of Artsakh have come to terms with the idea that “Armenia is not a motherland, and a good life can be created elsewhere,” as Vardges Ovyan says, then what are the “secret discussions” of the National Assembly of Artsakh? Isn’t it said that the voice of many is the voice of God?
What is the point of burdening Armenia, if the probability of return to Nagorno-Karabakh is ten, and the refusal of return without clarifying the status is one hundred percent.
