The foreign ministers of Armenia and Azerbaijan have completed the Munich negotiations, which lasted two days, on February 28-29. According to the statement issued after that meeting, the ministers agreed to continue discussions on open issues. Mediator German Foreign Minister Berbock stated that Armenia and Azerbaijan are moving on a “brave but at the same time difficult path” to peace. According to Berbock, every step on that path is important and Germany is ready to support it.

The Foreign Ministers of Armenia and Azerbaijan walked with Berbok for two days in Munich in the literal and figurative sense of the word, they either negotiated or took a walk. And what is the result, apart from the fact of the meeting itself? Of course, in conditions of tension, the meeting itself is positive and important, however, when the meeting has no result and progress, it can only delay, but at the same time deepen the tension.

And so, walking with Mirzoyan and Bayramov, what did Analena Burbok and Germany achieve? The statements following the Munich meeting do not contain an approximate or objectively tangible answer to that question. Such absences are usually due to either the absence of any progress and result, or to save the recorded result, which means that the result is quite fragile. In all cases, the statement that they agreed to continue working on open issues can be evaluated positively, even if there was no balanced agreement on any open issue in Munich.

Both Mirzoyan and Bayramov left Munich for Antalya, where the annual diplomatic forum starts on March 1. It is known that the foreign ministers of Turkey and Russia will discuss the issue of the South Caucasus within its framework. What agenda will the Armenian Foreign Minister, who participated in the Antalya Diplomatic Forum in 2022 and met with then Foreign Minister Cavusoglu, work on? By the way, the Armenian delegation negotiating in Munich also included Armenia’s special envoy in the Armenian-Turkish settlement process, NA Vice-President Rubinyan, who, however, did not hold any meeting with the Turkish envoy Sardar Kilic during the whole of 2023.
