Opaci did not consider unifying elections: it requires detailed analysis and citizen consultation

ASSUMPTION. The president of the Paraguayan Organization of Intermunicipal Cooperation (Opaci), Óscar Cabrera, mayor of Guarambaré, stated that the possibility of unifying the municipal and general elections was not the subject of analysis by the institution. Although some councilors raised this idea, Cabrera emphasized the need to study it carefully and listen to the opinion of citizens on the matter.

“A group of councilors had mentioned that possibility, but as Opaci and municipal mayors we have not analyzed it. Yes, I believe that it is a political option that has its pros and cons, it must undoubtedly be a matter of conscious analysis, with all aspects, so that one opinion or another can be presented,” Cabrera expressed.

The president of Opaci stressed the importance of not making this decision lightly, considering technical, political and economic aspects involved in the unification of elections. According to Cabrera, the consolidation of the elections could provide a financial advantage for administrators and would facilitate municipal management.

Cabrera also highlighted the impact that frequent elections have on administrative tasks, pointing out that the constant electoral campaign makes it difficult to develop government programs that benefit the population. Regarding the legislation necessary to carry out this unification, Cabrera clarified that only one law would be required, without the need for constitutional reform, given that the Constitution does not specifically address this issue.

“It is a very interesting alternative, but I think that citizens should speak out. We all owe ourselves to the citizens first and foremost as elected officials and that is why they must be consulted,” said Cabrera, underlining the importance of listening to the voices of citizen representatives and seeking a consensus around the best decision.
