National Assembly Chairman Vuong Dinh Hue requested the drafting agency to review and clarify the relationship between urbanization and new rural construction. He pointed out the fact that some district-level units have not yet completed new rural areas. Planning for the district will be easier than those that have completed new rural areas.

“If any commune will be promoted to a ward, which district will be promoted to a district, what principles, criteria, and planning orientations will be implemented in the future? It is necessary to review the regulations in this law,” Mr. Hue said.

Referring to the planning scope, Mr. Hue cited Hoan Kiem district, the planning scope is only 5km2, if considered according to population criteria and standards, a lot of people must be drawn.

“But then, we changed our thinking. We proposed to take all four old inner-city districts, including Hoan Kiem, Dong Da, Ba Dinh, Hai Ba Trung, into one master plan to balance and solve the problem. solve the problem of population and infrastructure,” Mr. Hue said.
