Royal directives

Ait Taleb continued, presenting the outcome of his sector’s work, saying, “Framework Law No. 09.21 creates a major revolution in the health system; Because it means forgetting the past and starting with a new page, and it relates to four basic pillars, each of which requires a large legal arsenal; We are in the process of finalizing a number of its applied texts, which will be published during the month of June, which means moving to implementation on the ground by the second sixth of this year or the beginning of next year, God willing.”

The minister explained that “50 years of negative accumulations sometimes included efforts, and I do not exclude any of them; But it has reached a degree of saturation,” he said, recalling “global praise for the wise Moroccan management of the Corona pandemic in a way that raised health to the level of its integration into the core of public policies.”

Ait Taleb stated: “Within two years, we have become available on a comprehensive information system for the sector, and at the same time rehabilitating 1,400 health centers, with one billion dirhams for public hospitals, and allocating 1.7 billion dirhams to modern hospital centers and building new hospitals in Tangier, Agadir, then in Laayoune and Guelmim.” ..”, in conclusion: “It is a revolution that requires intellectual support, in addition to sufficient human resources, and here lies the importance.”

The Minister of Health added: “So, the government devoted itself to implementing the royal instructions seriously, and ensured the ability to implement all social protection laws…”, pointing out that “these implementation texts for a number of pillars brought about very positive things, including the sector rehabilitation pillar; These are workshops that we have been working on for a while, and very important funds are spent on them (amounting to 800 million dirhams every year) to reconfigure and rehabilitate 1,400 primary health care centers, which are the gateway to the health system, in a way that ensures a policy of proximity, in accordance with the royal will.”

“Health policy for proximity”

During his video interview with Hespress, the Minister of Health and Social Protection confirmed that “the proximity policy will return us to an old concept that had a very positive result, through a hospital and proximity doctors (neighborhood doctors) who are aware of the social situation of the citizen even before he diagnoses the symptoms of his illness.”

“A healthy job will ensure attractiveness.”

“Entering into the procedures of the Health Career Law and its implementing texts,” according to the government official, will limit “the migration of medical professionals and personnel, which is not a phenomenon specific to Morocco.” Rather, wherever we go, in developed countries, there is always a shortage (Australia, Canada, France, America…) in nursing as well as medicine.”

He explained: “It is not possible to work comfortably in health care centers except through incentive mechanisms. Hence the creation of the concept of the “health job,” which is one of the major pillars of the framework law. The motivational model proposes a fixed wage and a variable wage. That is, “whoever serves well will get rid of himself and will be rewarded for his effort,” as he put it.

He concluded that “the health job is an exception to the health sector, emanating from the public job, given the pattern of work, the specificity of the sector, and the occupational risks; But while preserving the gains and adding some privileges while ensuring their deserved promotion, according to Articles 16 and 17 of the framework law, on the horizon that “we reach health insurance that guarantees the financing of the health system.”

“All Moroccans are covered.”

During his interview with Hespress, the minister spoke about “the attractiveness of public health employment, and the attractiveness of the health center, which will enable it to attract all citizens without exception.” Because there is no Moroccan citizen in the social protection system outside of health coverage,” he stressed, “Legally, all Moroccan citizens have health coverage.”

He also detailed the types of beneficiaries, saying: “There are 3 categories: Solidarity for the unemployed and the incapable, then the employees and employees in the public and private sectors, as well as those belonging to certain trades and professions (TNS), who have the ability to pay contributions and a field has been created for them.” “Amo comprehensive”; However, he acknowledged “problems in the involvement of some professional groups in health coverage workshops, which is something that is currently being worked on,” according to him.

Regarding the issue of university hospital centers (CHU), Ait Taleb pointed to “advanced work” related to achieving “a university hospital center in every region… We currently have 8 centers, and four remain, which are in the process of construction and their deals procedures.”

He continued in a proud tone: “There is no longer a problem with the availability of the university hospital center in every region; But citizens can move for treatment wherever they want… In parallel, we are working to solve the crisis of frameworks and human resources that remain deficient in the health sector, whether medical or nursing.”

Regarding the duration of the training of doctors, the Minister of Health and Social Protection stressed that “the matter is settled and beyond the point; Because the law came out in 2022, they will be able to undergo their training within the framework of territorial health groups (i.e. adjusting training according to regional specificity), in addition to increasing the number of medical colleges.”

In terms of numbers, the same government official stated: “Morocco is currently graduating 1,500 doctors, with the prospect of doubling the number to reach 3,000 graduate doctors in 2025 before we reach the goals set by the World Health Organization within the framework of the Sustainable Development Goals.”

As for the “artificial intelligence challenge,” Ait Taleb commented that “it has become imposing itself on the professions and specializations of the health sector, just like other professions and sectors,” calling for “the demand of a charter of ethics for the use of artificial intelligence.”
