Saad Mohammad Andalib was transferred from Noakhali to Feni Public Works Department in a notification signed by Chief Engineer of Public Works Department Mohammad Shamim Akhtar on Thursday (March 21). In the same order, the Executive Engineer of Feni Public Works Department. Kamrul Hasan has been replaced by Saad Mohammad Andalib in Noakhali. The letter also mentioned that this order will be effective immediately.
This has been confirmed from the notice of transfer order of executive engineers on the website of Public Works Department.
Meanwhile, the local contractors have expressed joy after hearing the news of the transfer of the executive engineer Saad Mohammad Andalib, accused of bribery and corruption, from the Noakhali Public Works Department. They claim that no bill would have been passed if the engineer was not given a certain percentage. In addition, he has stolen crores of rupees from this district by doing show work with preferred contractors.
After investigation, it was learned that there were allegations of gross irregularities in the work of various projects including RAPP (repair) of Noakhali Public Works Department which expired in June last year. It is alleged that the executive engineer of the public works irregularly carried out these works and grabbed the money.
On September 12 last year, an investigation report titled ‘Irregularities in the work of Noakhali Public Works Department worth Tk 7 crore’ was published in Jago News. It is said that for the repair and maintenance work of the financial year 2022-23, five crore six million taka has been allocated for 68 works of 48 establishments in the district. Which was valid till the last week of June 2023. All the money has already been withdrawn. But a lot of work has not been done. And even if done, nominal money has been withdrawn.
Among them, the cost of cleaning around the DC office is shown as 14 lakh 12 thousand taka, the cost of flower garden of circuit house is 14 lakh 22 thousand taka, the cost of construction of toilet and building painting is 24 lakh 72 thousand taka, the repair cost of abandoned residence is shown as 32 lakh 44 thousand taka.
Earlier, a contractor named Omar Saheed Rishad filed a case in the court against three people, including the Executive Engineer of Public Works Department of Noakhali, Saad Mohammad Andalib, for harassing him in his office without receiving 20 percent bribe in the project bill.
Omar Saheed Rishad, the owner of M/s Omar Traders said, under the direction of Executive Engineer Saad Mohammad Andalib, we are working on the repair of Subarnachar Fire Service Building. Last year on April 16, the accused demanded a 20 percent bribe when they asked for a bill of Tk 17 lakh 5 thousand 456. When I refused to pay the bribe, the executive engineer assaulted me along with his two employees. Saad Mohammad Andalib got angry with the case and blacklisted my license.
A contractor who did not wish to be named said that Saad Mohammad Andalib would not have signed any bill without money. If he is not satisfied, the money owed to the contractors is stuck for years. As the staff officer Zahid Hasan is a local, many people have to ask him for the bill and have to face him.
In addition, there were complaints of irregularities and corruption in the construction of nine buildings of 324 residential flats built for government officials and employees in Noakhali. Here money is withdrawn without doing much work. Prime Minister Sheikh Hasina inaugurated these flats on January 30 (Monday) last year through video conference from Ganobhaban.
In this project, 72 flats are constructed in two 10-story buildings of 1,250 sq.ft.
Executive Engineer Saad Mohammad Andalib could not be reached even after repeated calls to inquire about the transfer. But before that he denied the allegations of bribery and corruption and irregularities in government work against him. He also claimed that every work was done according to proper rules.
