Each amendment can be named after those who died from violence – Zakiev on new laws

The Commissioner for Children’s Rights in Kazakhstan, Dinara Zakieva, called the signing of laws aimed at protecting children and women a victory, Liter.kz reports.

According to her, this is a victory for every child and woman.

In accordance with the president’s instructions, we began work on preparing the bill in June last year together with government agencies, members of the National Kurultai, the National Commission, the Commissioner for Human Rights, experts and NGOs. Last September, the bill was presented by me at the Prosecutor General’s Office, in the Mazhilis, and with important additions and support from the deputies of the Mazhilis and the Senate, it was adopted by Parliament,” Dinara Zakieva spoke about the work done in Facebook.

According to her, the law contains more than 70 amendments aimed at creating an infrastructure to help families and children, prevention tools, as well as toughening penalties for all forms of violence against children and criminalizing violence. The work on the bill brought together proposals, efforts of NGOs, human rights activists, social activists and is the result of everyone.

On April 15, Kassym-Jomart Tokayev signed laws aimed at ensuring the protection of women’s rights and the safety of children. These are the documents “On introducing amendments and additions to some legislative acts on ensuring the rights of women and the safety of children” and “On introducing amendments and additions to the Code of Administrative Offenses on ensuring the rights of women and the safety of children.”

Rules are being introduced to tighten liability for any manifestations of violence against women and children:

• intentional infliction of minor harm to health and battery have been criminalized, and liability for intentional infliction of moderate and grievous harm to health has been tightened;
• the legal basis for the functioning of the contact center on family issues, protection of the rights of women and children has been created, the role of which will be played by a legal entity determined by the authorized body in the field of informatization;
• the issues of creating and operating family support centers to provide special social services to victims of domestic violence are legislatively established;
• criminal liability has been introduced for inducing and assisting suicide, as well as for promoting suicide;
• criminal liability has been introduced for sexual harassment of persons under 16 years of age;
• administrative liability for bullying (bullying, cyberbullying) of a minor was introduced for the first time;
• an obligation has been established for educational organizations to immediately report to law enforcement agencies the commission of illegal acts by minors or against them;
• In order to ensure the safety of children under 16 years of age, a ban has been introduced on their forced disembarkation from public transport if they do not have payment for travel.
