The CGU (Comptroller General of the Union) underlined that the record of immunizations of former president Jair Bolsonaro (PL) against Covid achieved in Sao Paulo is false.
The agency, however, did not find the person responsible for entering this data into the vaccination card.
The CGU decided to close the IPS (Preliminary Summary Investigation) which aimed to determine whether there was involvement of a federal government employee in this case.
The false data entered in the national Covid-19 vaccination certificate indicated that the vaccine was administered on July 19, 2021 at UBS Parque Peruche, in Sao Paulo.

The Federal Police is still investigating whether there was fraud in the entry of two other vaccination records for Bolsonaro, in Duque de Caxias (RJ).
In the case of Rio, which was not assessed by the CGU, the information was deleted and no longer appears in the former president’s portfolio. However, suspicions about the case led to the arrest of Lieutenant Colonel Mauro Cid.
Bolsonaro has already declared that he did not take the anti-Covid vaccine and that there was no fraud on the immunization certificate.
“Therefore, regarding the vaccination that would have taken place in São Paulo – the only record that remains on the vaccination card of the former CEO – the CGU concluded its work at the end of 2023. The conclusion was that it was the state system for registering vaccinations against Covid-19 is fraud”, the control body specified in a note released on Thursday (18).
The CGU pointed out that flaws in the São Paulo government’s vaccination data transfer system, VaciVida, made it difficult to detect fraudsters in Bolsonaro’s immunization certificate.
The Controllership verified that the login and password to access this system, at the time, were shared by all those who worked at UBS. The same system can be accessed from anywhere and via mobile devices.
“In summary, anyone with a login and password could access, via the web, the System website and, therefore, make registrations”, we read in the CGU report.

“Finally, the VaciVida System did not register the IP from which the order to enter the data relating to the vaccination would have come”, the agency also specifies.
Based on testimonies, the CGU verified that the person named in the system as Bolsonaro’s vaccinator did not work in a division that dealt with immunization. You also said you had never seen Bolsonaro.
The CGU further stated that the Janssen vaccine batch mentioned in the fake vaccination booklet was only used in clinical research in Brazil. On the date the documents were placed in the former president’s wallet, there was not even this model of immunizer in stock at UBS in Sao Paulo, the supervisory body also says.
