On February 16, Ilham Aliyev met the OSCE Chairman-in-Office Jan Borg in Munich at his initiative. The spread information clearly suggested that Aliyev raised the issue of dissolving the OSCE Minsk Group, the co-chairmanship, the position of personal representative of the Acting President, and the High Planning Group. It is obvious that as long as these OSCE institutions are functioning, Aliyev’s mantra that “the Karabakh problem no longer exists” is beyond international legitimacy.
Today, the Azerbaijani press openly writes that Baku can “block the OSCE 2024″. approval of the budget”. But what is more remarkable is the awareness of the pro-government media that the State Duma and the Federal Council of Russia intend to adopt a decision to terminate Russia’s membership in the OSCE, because it has “turned into an anti-Russian structure”. Russia suspended its membership in the Council of Europe, the mandate of the Azerbaijani delegation in the PACE is blocked for one year.
Baku sees the continued existence of the OSCE High Planning Group as particularly inappropriate. That structure dealt with the issues of withdrawal of troops from the territories around Nagorno-Karabakh, mapping of the new contact line and communications. All proposals for political settlement also had military-communication maps, which were presented in the form of annexes. No one canceled those documents. It is true that the Senior Planning Group is in place, with the last appointment made in 2022.
If the media of Baku is correctly informed, and Russia really intends to stop membership in the OSCE, then it means that in 1975 Renunciation of the adopted Helsinki Final Act by the Russian Federation as the successor of the USSR. The warning that Baku can block the OSCE 2024. the budget is a step to put the structure to a serious test. In the OSCE, decisions are made by consensus. It is possible that Aliyev has undertaken to torpedo the OSCE, after which the future existence of this international organization will be doubtful.
The United States, individual countries of the European Union, Great Britain may also be interested in the collapse of the OSCE. After all, it is clear to everyone that the Helsinki Final Act does not work. There are precedents for the use of force and the settlement of issues by force in Europe and Eurasian territory: the collapse of Yugoslavia, the independence of Kosovo, Abkhazia, South Ossetia, Crimea and Donbass, a large-scale Russian-Ukrainian war, Azerbaijani aggression against Artsakh, ethnic cleansing…
How will the Ukraine issue be resolved? The war continues, it will continue at least until the end of the year. The Chancellor of Germany announced in Munich that there will be no peace on Russia’s terms. But no one says that there will not be an Armenian-Azerbaijani settlement on Aliyev’s terms. Did Aliyev succeed, is he succeeding or will he succeed in convincing the power centers that “the Karabakh problem no longer exists?” Immediately after his meeting with the US Secretary of State in Munich, the Minister of Energy of Azerbaijan left for Washington.
