At the session of the UN Human Rights Council, the representative of the European Union stated that the European Union considers the return of the people of Artsakh and the creation of opportunities for a dignified and safe life to be important. According to the EU delegate, preservation of cultural heritage is also important. Of course, these statements are important, but at the same time comparing them with the existing reality, we get a picture in which it is very difficult to take such statements seriously.
On the other hand, making them serious should also be one of the key goals of the Armenian side. Armenian diplomacy should work in that direction, using the very statements that may be made in specific cases only with the logic of “on duty”. Armenia, as well as the official structures of Artsakh, should adhere to these statements and build on them the protection of the right of return.
Moreover, it is extremely important here that Armenia and Artsakh do not fall into the trap of geopolitical confrontation. There is no doubt that the European Union, talking about the return, does not imagine it at all against the background of the presence of the Russian peacekeeping mission. Moreover, according to everything, the European Union can at least theoretically consider the issue of return “on the ground” under the conditions of its certain presence, although Brussels will undoubtedly imagine this presence in the civil regime.
It is still a big question, what approaches and factors can appear in a practical situation, contributing, and perhaps hindering the solution of issues and promoting the right of return of Artsakh Armenians. However, that is exactly where the Armenian side’s diplomatic and political super-problem is to neutralize those subjective factors and advance the objective arguments that undoubtedly exist for the realization of the right of return of the Artsakh Armenians, and moreover exist on the basis of international recognition.
It is simply very important to take the touch of this issue out of the field of geopolitical confrontation as much as possible, sifting both Western and European sentiments related to it, and trying to construct the questioning de facto taking into account the motives and motivations of the opposing sides of geopolitics, and de jure to put international legal documents in the center. and the working history of the Minsk Group co-chairmanship format, taking it to the UN Security Council.
It does not mean at all that taking the matter to the council will immediately mean a solution. Moreover, that advice is clearly not working today, and it will not work in the matter described above. In this case, it is very important for the issue to be fixed in the council, so to speak, to receive a new page of history with legal emphasis, so that a proportional distance is maintained from the geopolitical ambitions and aspirations of any permanent member of the council, while keeping the issue itself close to the current agendas of world order confrontation.
