President of Kazakhstan Kassym-Jomart Tokayev signed the law “On introducing amendments and additions to some legislative acts of the Republic of Kazakhstan on issues of science and education,” Liter.kz reports with reference to the Akorda press service.
First block The amendments are aimed at improving the financial situation of teachers and researchers. In particular, an increased monthly salary supplement has been introduced for teachers with certain degrees and academic titles. For the degree of Doctor of Philosophy (PhD), Doctor of Science, Candidate of Sciences and the academic title of Associate Professor (Associate Professor), the additional payment will be 25 MCI (92,300 tenge), and for a Doctor of Science and the academic title of Associate Professor (Associate Professor) – 42 MCI (155 064 tenge), for the degree of Doctor of Philosophy (PhD), Doctor of Science, Candidate of Sciences, Doctor of Science and the academic title of Professor – 50 MCI (184,600 tenge). Similar monthly additional payments for degrees and academic titles are established for scientists carrying out research work at their main place of work.
Talented young scientists under the age of 40 are given the right to receive scholarships from the investment income of the endowment fund of an organization of higher and (or) postgraduate education.
Second block The amendments to the law are aimed at introducing educational benefits for military personnel.
Third block The amendments are aimed at improving legislation regarding projects for the commercialization of the results of scientific and (or) scientific and technical activities financed from the funds of business entities.
Fourth block The amendments give local executive bodies a number of powers to participate in the implementation of state policy in the field of science and scientific and technical activities and to create conditions for the development of science and scientific and technical activities.
The head of state also signed the law “On the ratification of the Agreement between the Government of the Republic of Kazakhstan and the Government of the Republic of Turkey on international combined transport of goods” and the law “On the ratification of the Agreement on cooperation between member states of the Commonwealth of Independent States on preventing and responding to emergencies in the field of public health sanitary- epidemiological nature.”
