Regarding the beginning of the work of those sessions, Al-Baharna stated that he presented to the members of the committee a ready-made draft of the draft National Action Charter, but he excluded it and considered it merely for reasoning, on the basis that the committee’s assignment was to develop the charter, and not merely to approve the formula of a draft that was ready in advance, and the committee held a series of The meetings took place during the days and nights of the holy month of Ramadan, and were full of discussions and deliberations, and resulted in the production of many positive ideas, observations, and proposals.

He pointed out that after voting by a relative majority on the articles of the charter, it was decided to refer it to the drafting committee, and 7 members were elected, headed by the late Ibrahim Humaidan, legal advisors and 3 members with practices in national work, and I was among them.
Charter project
Al-Baharna recalled that a subsequent session was held under the chairmanship of the late His Highness Sheikh Abdullah bin Khalid Al Khalifa, in which he conveyed the assurances of His Majesty the King that “the draft charter will be issued in accordance with the constitutions of democratic countries in the world such as America, Britain, Jordan, and Egypt.”
He continued, “In light of this lofty confirmation, we could only submit another proposal that the number of members of the Shura Council be half the number of the House of Representatives, as is the case in Jordan, where the President proposed putting the proposal to a vote, and it was rejected, in the hope that it will be reconsidered in the circumstances.” Occasion”.
Constitutional force
He continued: The popular vote was held on the draft National Action Charter, and popular participation was 90.3%, and the people of Bahrain approved the charter by 98.4%, which is considered today a constitutional force over the articles of the constitution, whether current or what is being done to amend it in the future.
