The National Health Regulatory Authority reported in its views to the parliamentary investigation committee regarding medical services that 80 complaints were received against government health institutions and 7 complaints related to the number of medical errors in the year 2023, as two medical errors resulted in deaths in the same year.
It confirmed that it refers cases in which violations are proven to the disciplinary committees formed by the Authority. Cases in which the results of the investigation indicate the presence of criminal suspicion are also referred to the Public Prosecution, noting that all cases associated with deaths for the period from 2019 to 2023 were directly handled by the Public Prosecution and coordinated with the Authority. about it.
As for the cases sent to the Authority as serious accidents in the year 2023, they amounted to 9 cases from Salmaniya Medical Complex and 4 cases from health centers, while no cases were recorded from the Psychiatric Hospital.
As for the criteria upon which the medical error is determined or not, I stated that they are represented in accordance with the text of Article (27) of Decree Law No. (7) of 1989 regarding the practice of the profession of human medicine and dentistry, which stipulates that the doctor shall not be responsible. For the condition that the patient has reached, if it is shown that he exercised the necessary care and resorted to all means that someone in similar circumstances can to diagnose the disease and treat the patient, but he will be responsible in the following cases: If he commits an error that leads to harm to the patient as a result of ignorance of technical or practical matters. Every doctor is required to be familiar with it, and if harm is caused to the patient as a result of the doctor’s negligence or negligence in caring for him, and if he conducts experiments or scientific research on his patients that are not approved by the National Health Regulatory Authority and this results in harm to them, the committee stipulated in Article (5) has jurisdiction. According to this law, the criteria for determining the occurrence of the aforementioned errors are in the circumstances mentioned, and whether or not the error occurred is determined through the relevant committees formed in the Authority for this purpose.
The authority reported that the Salmaniya Medical Complex, the Abdul Rahman Kanoo Social Health Center, and the Abdul Rahman Kanoo Kidney Dialysis Center have obtained national accreditation from the National Health Regulatory Authority, according to the standards approved by the National Health Regulatory Authority, and the primary health care centers have also obtained the national accreditation. Accreditation is also underway, and preparations are underway to accredit the Psychiatric Hospital.
