ADP implementation stagnates, lowest in an era – 2024-02-29 18:57:17

In the first 7 months (July-January) of the current (2023-24) financial year, the annual development program (ADP) has been implemented only 27.11 percent of the total allocation. There are only 5 months left in the fiscal year. At this time, the remaining 72.89 percent of the ADP allocation for the fiscal year has to be implemented. Such a state of disrepair has not been seen in the implementation of ADP in the past era.

Except for a few ministries, most are not meeting their desired targets. This information is known from the progress report of implementation of ADP till January of 2023-24 financial year (first 7 months).

A perusal of the report of the Implementation, Monitoring and Evaluation Department (IMED) showed that the first 7 months of the current financial year saw the lowest ADP implementation in an era. The implementation rate of Annual Development Program (ADP) during July-January is only 27.11 percent. Which is 1 percent less than last financial year. ADP implementation was 28.16 percent during the financial year 2022-23 under discussion. Even in the last era, there has never been such a low ADP implementation as in the current financial year.

A review of the ADP implementation figures of different financial years of the last era shows that the highest ADP implementation was in the financial year 2018-19. In that financial year, ADP was implemented 34.43 percent of the total allocation. In the financial year 2017-18 it was 33.35 percent. Besides, it was above 28 percent in 2015-16 and 2020-21 financial years. In the rest of the fiscal years, the ADP implementation rate was above 30 percent.

Although lower than the fiscal year, the ADP implementation rate in January is the same as in January of the previous fiscal year. However, except for the 2022-23 fiscal year, the lowest ADP implementation in January has been implemented in the current fiscal year.

According to IMED data, ADP implementation has been 4.63 percent in January alone. This rate was same in FY 2022-23 as well. Whereas in other financial years, the implementation rate in January was around 5 to 7 percent.

According to the Planning Commission, a total of 1,392 projects were taken up in the annual development program for the financial year 2023-24. To implement these, 2 lakh 74 thousand 674 crores have been allocated in ADP. Against these projects under the supervision of various ministries and departments, only 74 thousand 464 crores 19 lakhs have been spent in 7 months of the financial year.

IMED is far ahead in implementation progress compared to allocation. The department has implemented 93.76 percent. The Ministry of Labor and Employment has implemented 77.34 percent. Besides, the Anti-Corruption Commission has implemented 71 decimal zero 3 percent and the Department of Energy and Mineral Resources is implementing 59 decimal 23 percent.

On the other hand, even after 7 months of the financial year, the two ministries and departments could not implement even 10 percent of the allocation. Among these, the Ministry of External Affairs has implemented the least ADP. They have been able to implement only 3.56 percent of their allocation in 7 months. Internal Resources Department has implemented only 6.64 percent of the total allocation. Besides, 10 ministries and departments could not implement even 20 percent of ADP.
