Yes Right, if That’s Right

The procurement auction scheme in Saudi Arabia is one of the topics questioned by members Hajj Special Committee . Luluk from the PKB faction questioned why the auction of hajj services was held in Saudi Arabia, not in Indonesia.

“Since when was it in Saudi Arabia? Why not in Indonesia, Sir, as usual? That’s a lot of money,” Luluk asked the Director of Overseas Hajj Services Subhan Cholid in the Hajj Inquiry Committee hearing in Senayan, Jakarta, Monday (26/8/2024).

This question was submitted by Luluk following Subhan Cholid’s explanation regarding the service procurement mechanism in Saudi Arabia. Subhan at that time explained that the mechanism was through open bidding or open auction. The services provided include accommodation (hotels), transportation, and catering.

Subhan explained that the procurement process was carried out by an independent team, formed by the Directorate General of Hajj and Umrah Organization. This team includes civil servants at the Directorate General of PHU, representatives of Tourism Colleges, and also from the Ministry of Transportation.

The team works based on established guidelines. The procurement stages start from announcement, registration, document verification, field verification, and so on. All of this is done by the team to obtain results related to accommodation, transportation, and consumption services.

In response to Luluk’s question about why the auction was held in Saudi Arabia, Subhan asserted that it was in accordance with the provisions. “So it is indeed a provision from Saudi Arabia, the service provider must be a Saudi Arabian company because the service location is in Saudi Arabia. That is a provision from the local government,” Subhan asserted.

Subhan’s answer was confirmed by the Chairman of the Special Committee, Nusran Wahid. According to him, the procurement auction should have followed Saudi Arabia’s provisions. “Yes, that’s right, if that’s true,” said Nusron firmly.
