For his part, political analyst Abdullah Al-Dibani believes that the problem of the existence of armed formations is a problem that has existed in Libya since the beginning of the February Revolution, and was met with many fabricated solutions, most of which were not based on a strategy to end their presence, but rather relied on the process of reducing them by merging them with each other.
Al-Dibani continued, in special statements to “Sputnik,” that the statements of the Minister of the Interior of the National Unity Government are close to the statements of the former Minister of the Interior, Fathi Bashagha, when he began an operation called “Operation Snakehead,” through which he led to the reduction of a large number of non-Sharia armed formations. And not formally affiliated with the state, but these formations returned strongly during the era of Dabaiba’s government after their split from within other formations that came under Dabaiba’s command and carried out his instructions.

He believes that the Minister of the Interior does not mean by removing the armed formations from the capital to end their presence, but rather to evacuate the capital of these formations that have begun to differentiate among themselves by having greater control within the capital, including the legitimate and illegitimate formations. He said that this matter will not be the solution if he is able to implement what he said. This does not mean that their presence will be hidden from the scene, even if they are removed from the capital, but it does mean that they will be absent from the political and security scene.
He said that the solution is to integrate their individuals individually into official agencies such as the Ministry of Interior and Defense, as well as giving the door to the option in the process of re-placement of these individuals affiliated with these institutions in civil state institutions, as some of them wish to give up arms and abandon this dangerous mission, and that they will be at the forefront of any conflict. A breakout may occur within the capital, and he has the option of being in a better place with his qualifications, civilian CV, and the benefits of a civilian salary. Most individuals will join these institutions.

He explained that these solutions are fabricated solutions, which the state is still in control of, and that there are still parties that want to use these formations to achieve personal interests, and that the Minister-designate of the Interior wants to be a carbon copy of Fathi Bashagha, the former Minister of the Interior, but this matter is beyond his reach because Capacity standards differ and leadership differs, so this measure will be nothing more than a statement that cannot be applied on the ground.
