MEXICO CITY (apro).- With 42 years of experience in the energy sector and another 42 years of friendship with President-elect Claudia Sheinbaum Pardo, as they were university classmates, Víctor Rodríguez Padilla will leave academia to take charge of the General Directorate of Petróleos Mexicanos (Pemex) as of October 1, 2024.
He holds a degree in Physics and a Master’s degree in Energy Engineering from the National Autonomous University of Mexico (UNAM), as well as a PhD in Energy Economics from the University of Grenoble, France.
He has postdoctoral studies at the Institute of Energy Economics and Policy, France, and at the National Institute of Scientific Research of Quebec, Canada. He has been a visiting professor at the University of California in San Diego, at the Institute of the Americas in California and at universities in Bolivia and Colombia. He has received the “Jesús Silva Herzog” National Prize for Economic Research, and has taught the “Mariano Hernández Barrenechea” and “Odón de Buen” special chairs.
In addition to wearing the “Gabino Barreda” medal at UNAM, he is a professor of the Engineering Graduate Program at said institution and a member of the National System of Researchers.
He is the author of several books and academic and press articles, including some in which he co-authored with Sheinbaum Pardo. He has recently published articles on the problem of natural gas in Mexico, energy security and the regulation of the electricity industry.
He also directed numerous theses on Crucial Challenges in the Energy Transition, the Expansion of Electric Grids, and the Implications of the Paris Agreement for Fossil Fuels in Mexico.
And in public administration
In public administration, he has been an advisor to the Senate of the Republic, the Chamber of Deputies, the Superior Audit Office of the Federation, the Judicial Council, the Supreme Court of Justice of the Nation (SCJN) and various government agencies.
He has also been a consultant for the Economic Commission for Latin America and the Caribbean (ECLAC), the Latin American Energy Organization, Oxfam and the Climate Initiative Mexico.
Founding member of non-governmental organizations, including the Citizen Energy Observatory, in which the current president-elect, Claudia Sheinbaum Pardo, also participated.
Rodríguez Padilla is an expert in energy economics and policy, organization and regulation of energy industries, contracts, tax regime, energy security, energy transition, oil, natural gas, electricity and energy integration in North America.
He stands out as “a defender of the nation’s energy companies, of energy sovereignty and one of the people who best knows the Mexican energy sector,” according to the resume released by Sheinbaum Pardo.
