“The number of beggars in Morocco in 2007 amounted to about 200 thousand beggars,” said Minister of Justice Abdel -Latif Wehbe, noting that “in the year 2020, 6128 begging cases were referred to the Kingdom’s courts, in which 6 thousand and 525 people were convicted.”
Wehbe added, interacting with a parliamentary question about the phenomenon of begging on social media, today, Monday, in the House of Representatives, that “begging on social media does not differ in anything from begging in the public street, both of which are a punishment.”
The government official himself stressed that “there is a law that regulates public charity, and any act outside this framework is a crime; however, the problem of begging on social media is also its association with the crime of the monument, where false data or data is shown to obtain money.”
The same spokesman added that “begging, such as begging through sites, applies to them the same conditions and legal texts … but we do not forget that there are those who also plead with political and legal discourse.”
In an answer to another question about the adoption of a framework law to protect the rights of the child, Wehbe highlighted that “the issue of childhood always raises a major discussion. We have thought about issuing a criminal law for the child in order to protect it; The government agency that cares about this issue. ”
He added: “The file was referred to the Ministry of Justice, and we have established a new bill to create the National Childhood Protection Agency. It was applied to it in the Council of Government, and it will be presented to the Justice and Legislation Committee in the House of Representatives to discuss its requirements.”
Regarding building and preparing Moroccan courts, the Minister of Justice renewed his defense of the idea of creating courts of family cases such as marriage, divorce and violence against women and children, noting that “there are 77 modern buildings in the construction phase, 18 projects ready for launch, and 26 projects to build in the process of completion, along with 31 projects in the stage of study,” considering at the same time that the problem is not in the construction of the courts; Rather, the real problem is a problem with human resources in the first place.
In a related context, the government official, who was speaking from under the dome of Parliament, announced that he had received a message from the Prime Minister, according to which more than 300 new positions were approved in the justice sector, a match will be announced in the coming days, stressing that “these positions will all be directed to the category of technical assistants in the information; given the specialization in this specialization.”
In response to a question about the project to create and create the National Bank of Genetic Fingerprints, Wehbe said: “It is not easy to talk about a rule of genetic fingerprints without ensuring the protection of private and intimate life of individuals, and we have put a law and we are now discussing it with the General Directorate of National Security,” adding: “I am very hardline in the matter of the necessity of protecting the personal and intimate life of people.”
As for the measures taken to protect transactions on the non -conservative real estate, Wehbe was surprised by the continued talk about this type of real estate, saying: “It is no longer acceptable for real estate not portfolio in Morocco. In this regard, and given the size of the problems that the transactions on the uncontrolled real estate, we concluded an agreement with the topographic, where any contract related to this type of real estate will include a symbol of the rapid response (QR Code) enables the real estate to know the subject of the contract and control its limits, because there are some old contracts in which the limits of the property are unclear and vague.
