“An international conference was organized by Armenian-Russian nationalists in Moscow under the name of “Lazerev Club”, and at that conference, the deputy chairman of the duma committee, a member of the ruling party, Zatulin, questioned the territorial integrity and state sovereignty of Azerbaijan in complete contradiction to the Moscow Declaration signed between Azerbaijan and Russia in 2022. Alan made a statement inciting separatism and revanchism.
Publika.az reports that Gudrat Hasanguliyev, chairman of the Justice, Law, Democracy (AHD) Party, deputy chairman of the legal policy and state-building committee of the Milli Majlis, said this during his speech at the plenary session of the parliament held today.
According to the deputy, although according to that agreement, the parties undertook a joint struggle against separatism:
“It seems that bloodshed is not enough for this bloodthirsty man, and the Moscow Declaration is not worth as much as the paper on which the agreement was signed for him. He gathered a group of revanchist separatists and organized an anti-Azerbaijani campaign and declared at the meeting that the right of the Armenian people to self-determination in Karabakh was subjected to violence. Therefore, I suggest that the Ministry of Foreign Affairs issue a NOTA to Russia and demand an end to the provocative activities of such irresponsible and damaging Russian-Azerbaijani relations.”
The deputy also touched on other issues:
“Another important issue is the issue related to the direct activity of the government. 2-3 days ago, Turkish deputy Omar Faruk Gergerlioglu made a speech and declared that the Azerbaijani police violates the rights of Turkish citizens in Azerbaijan and the Azerbaijani authorities must respond to this. It does not fit into our fraternal relations to come up with such a serious accusation based on one person’s complaint without conducting an investigation. The image of the police standing guard over the rule of law is the image of the state. People who have become a toy in the hands of some western circles who are currently hostile to Azerbaijan have taken advantage of this and started a big campaign against our country on social networks. With such speeches, they prevent investment in the country by spoiling the international image of the police and the state. The Minister of Internal Affairs is one of the few ministers who takes personal control of MPs’ appeals and responds personally. Omar Farooq could have revealed the real truth if he was interested and kind. It is a pity that he also joined such an ugly campaign against Azerbaijan. Aren’t the rights of Azerbaijanis violated in Turkey? There are facts about the exploitation of our citizens who took refuge in Turkey from Nakhchivan in search of a piece of bread. In hospitals, public catering facilities, and education, our citizens are deceived to an unimaginable extent. I believe that the leadership of the Milli Mejlis should contact the leadership of the Grand National Assembly of Turkey, and we should achieve the condemnation of such activity.”
He also pointed out that according to Article 95, Clause 5 of the Constitution of the Republic of Azerbaijan, which is called the issues decided by the Milli Majlis, the Milli Majlis of the Republic of Azerbaijan should adopt a law on the approval of the state budget of the Republic of Azerbaijan and control over its implementation based on the presentation of the President of the Republic of Azerbaijan:
“Actually, the subject of regulation of this law should be how to ensure control over the implementation of the budget. Approval of any document regulating public relations by law means that it has the force of law. According to the Law on Normative Legal Acts, a law is an official document of a certain form, which is intended to be applied repeatedly to an indefinite range of subjects that is the subject of regulation. Although the constitution requires the adoption of a law on budget implementation control, we adopt a law on budget implementation every year. What relations does this law regulate? The law has no regulatory subject and is not intended for multiple application. In fact, we should adopt a law on budget control. If we do not adopt the law today, what legal consequences will it cause? That’s why I suggest that a constitution on the Cabinet of Ministers be adopted, where the framework for issuing the Cabinet of Ministers’ report on the issue of confidence in the Cabinet of Ministers should be defined.”
