According to the report, the soldiers “had no bad intentions and acted as best they could, consistent with their understanding of the situation at the time”, and the incident occurred because the military believed that their calls for help were an attempt by part of the terrorists to lure into an ambush.

Israel Defense Forces Chief of Staff General Herci Halewi wrote in a statement released at the launch of the report that it “underlines the need to respect operational procedures.”

IDF spokesman Rear Admiral Daniel Hagari announced soon after the tragic incident that the soldiers mistakenly believed the hostages posed a threat and opened fire, killing them instantly. After the shooting, “immediate suspicions arose about the identity of the dead and their bodies were quickly taken to Israel for examination, where the hostages were identified.”

– It happened in an area where soldiers encountered many terrorists, including suicide bombers – he added.
